Kampala, Uganda: The Chairman of the Patriotic League of Uganda (PLU), Gen. Muhoozi Kainerugaba has appointed Speaker of Parliament, Rt Hon Jacob Marksons Oboth, and Deputy Speaker Thomas Tayebwa to the League’s Central Committee as Gen. Muhoozi Kainerugaba unveiled more members of the organisation’s newly restructured top leadership.
In a series of announcements made on Monday, First Son Muhoozi named the two parliamentary leaders as members of the Central Committee and designated them as his special envoys to Parliament.
“Right Honourable Oboth Oboth and Right Honourable Tayebwa are appointed members of the Central Committee. They are my special envoys to Parliament,” Gen Muhoozi posted.
The appointments come hours after Muhoozi initiated a major shake-up of PLU’s leadership structure, replacing Secretary General David Kabanda with Tingey County MP, Hon Fadil Twalla, and retaining only a handful of members from the previous Central Committee.
In the latest appointments, Muhoozi retained Kabanda within the organisation’s top decision-making organ despite removing him from the Secretary General position. “Hon. Kabanda is retained as a member of the Central Committee,” he stated.
The PLU General Chairman also appointed Minister of Agriculture Frank Tumwebaze, Attorney General Kiryowa Kiwanuka, businessman and lawyer Hussein Kashillingi, and Uganda Media Centre boss Alan Kasujja to the committee.
“Hon. Frank Tumwebaze, Hon. Kiryowa Kiwanuka, Mr. Hussein Kashillingi, and Mr. Alan Kasujja are appointed members of the Central Committee,” Muhoozi posted.
“Hon. Sanjay Tanna appointed to the Central Committee as representative of the business community,” he added.
Meanwhile, Kwame Ruyondo was appointed as the Central Committee representative for National Resistance Army (NRA) historicals.
Gen Muhoozi also announced changes in the regional leadership structure, retaining Local Government Minister, Hon Balaam Barugahara, as the PLU Vice Chairman for Western Uganda. “Hon. Balaam Barugahara retains his position as Vice Chairman, Western Region,” he said.
Attorney General Kiryowa Kiwanuka was additionally named PLU Vice Chairman for Buganda, replacing businessman Frank Gashumba in the regional leadership role.
The appointments add to a list of earlier retained members, including Michael Nuwagira (Toyota), Edwin Karugire, Michael Mawanda, and Andrew Mwenda, whom the CDF described as part of the core team that would continue guiding the organisation.
Gen Muhoozi linked the restructuring to broader economic ambitions, saying PLU would focus on supporting Uganda’s drive towards a $500 billion economy by 2031.
“Our task as PLU is to achieve Mzee’s target of a 500 billion dollar GDP by 2031. I will supervise all government departments to achieve that goal,” he said.
The PLU chairman further directed National Vice Chairperson Michael Nuwagira to organise a formal handover ceremony between outgoing Secretary General David Kabanda and his successor Fadil Twaha.
“The National Vice Chairperson of PLU, Mr Michael Nuwagira, is hereby instructed to organise the handover/takeover ceremony of the position of General Secretary of PLU as soon as possible. From Hon. Kabanda to Hon. Fadil. All PLU ministers and Members of Parliament must attend,” Muhoozi said.
The latest appointments complete a significant overhaul of PLU’s top leadership and provide the clearest indication yet of the organisation’s structure following the 2026 General Election cycle.
