Kyankwanzi, Uganda: Vice President Jessica Alupo has reaffirmed Cabinet’s commitment to disciplined leadership, accountability and zero tolerance for corruption as ministers undergo a 10-day induction retreat at the National Leadership Institute (NALI) in Kyankwanzi.
Addressing ministers and permanent secretaries on Monday, Alupo said the newly constituted Cabinet is determined to deliver on government priorities and justify the confidence President Yoweri Museveni placed in them through their appointments.
“We shall not squander the trust that His Excellency the President and the people of Uganda have placed in us,” Alupo said.
The Vice President congratulated President Museveni on successfully constituting the new Cabinet and noted that the recent State of the Nation Address and National Budget Speech had provided clear guidance on the country’s development priorities.
She described the induction programme as a critical platform for equipping ministers with the knowledge, skills and leadership orientation required to effectively execute their mandates.
Alupo emphasized that continuous learning remains essential in public leadership and urged ministers to use the retreat to deepen their understanding of government programmes, policies and implementation strategies.
The Vice President highlighted government’s commitment to implementing the National Development Plan and the 2026–2031 development framework, which aims to accelerate Uganda’s transition to upper middle-income status and sustain economic growth.
She reiterated government’s stance against corruption, inefficiency and delayed implementation of public programmes, saying Cabinet would prioritise accountability and timely execution of presidential directives.
“Government remains committed to zero tolerance for corruption, inefficiency and unnecessary delays in implementation,” she said.
Alupo identified agro-industrialisation, tourism development, science, technology and innovation, value addition, export promotion and import substitution among the key sectors that will drive Uganda’s economic transformation over the next five years.
She also reaffirmed government’s commitment to flagship wealth creation and financial inclusion programmes, including the Parish Development Model (PDM), Emyooga, the Uganda Women Entrepreneurship Programme and youth livelihood initiatives.
According to Alupo, these programmes remain central to government’s efforts to improve household incomes, create jobs and expand economic opportunities across the country.
The Vice President called on ministers to work collectively and maintain unity of purpose in implementing government priorities.
She said effective service delivery and national transformation would require teamwork, discipline and commitment from all Cabinet members.
The induction retreat, which runs until June 23, has brought together ministers, ministers of state and senior government officials to align leadership priorities and strengthen policy implementation ahead of the new government term.
Held under the theme, “Leading Government with Integrity, Discipline and Results; Delivering Uganda to the Upper Middle Income Status,” the retreat is expected to focus on governance, accountability, service delivery and economic transformation.
