Kampala, Uganda: The Permanent Secretary and Secretary to the Treasury (PSST), Dr. Ramathan Ggoobi, yesterday held high-level talks with the President of the Arab Bank for Economic Development in Africa (BADEA), H.E. Abdullah Khalil AlMusaibeeh, aimed at strengthening cooperation and securing additional financing for Uganda’s development priorities.
The meeting took place on the sidelines of the 2026 Annual Meetings of the Islamic Development Bank in Baku, Azerbaijan, where Dr. Ggoobi expressed Uganda’s appreciation for BADEA’s continued support across critical sectors, particularly health and development finance.
Dr. Ggoobi commended BADEA for its contribution to the construction and equipping of the Uganda Heart Institute in Naguru, a major health infrastructure project being implemented in partnership with the Saudi Fund for Development and the OPEC Fund for International Development.
He also acknowledged the bank’s financing of the refurbishment and equipping of Bugiri General Hospital, describing the investments as crucial to improving access to specialized healthcare services in Uganda.
The Treasury chief further praised BADEA’s longstanding support to the Uganda Development Bank (UDB), noting that the institution has financed seven lines of credit to UDB, both directly and through the Government of Uganda.
According to Dr. Ggoobi, BADEA is currently supporting UDB through two active lines of credit worth a combined USD 150 million, comprising USD 50 million from the bank’s public sector window and USD 100 million from its private sector financing window.
“These resources have played an important role in supporting Uganda’s industrialization agenda, private sector growth, and job creation efforts,” Dr. Ggoobi noted during the discussions.
The meeting also explored opportunities for expanding cooperation in infrastructure development, healthcare, private sector financing, and other strategic sectors aligned with Uganda’s development agenda.
In response, BADEA President Abdullah Khalil AlMusaibeeh thanked the Government of Uganda for the strong partnership and cooperation maintained over the years.
He reaffirmed BADEA’s commitment to supporting Uganda’s socio-economic transformation and pledged continued collaboration in financing key development projects across the country.
The engagement comes as Uganda intensifies efforts to mobilize concessional financing and development partnerships to support the implementation of the Fourth National Development Plan (NDP IV) and the government’s ambitious ten-fold economic growth strategy.
