Adjumani, Uganda: The Uganda Electoral Commission (EC) has released the official roadmap for the Adjumani West parliamentary by-election, setting in motion the process to elect a new Member of Parliament following the death of Gen. Moses Ali.
The roadmap was unveiled on Monday during a stakeholders’ meeting held at the Adjumani District headquarters, where the Commission brought together political leaders, security agencies, civil society organisations and other key stakeholders to outline the electoral programme and rally support for a peaceful, free and credible election.
The Adjumani West parliamentary seat fell vacant after Gen. Moses Ali passed away on June 18, 2026, ending a political career that spanned more than three decades in Parliament.
Speaking during the meeting, Electoral Commission spokesperson Julius Mucunguzi said the Commission is constitutionally and legally obligated to organise and conclude a parliamentary by-election within 60 days of receiving formal notification of a vacancy from the Clerk to Parliament.
“Upon receipt of the notification from the Clerk of Parliament, the Commission has swung into action to ensure that the exercise is conducted within the period stipulated by law,” Mucunguzi said.
He noted that the stakeholder engagement was intended not only to unveil the election programme but also to receive feedback from leaders and residents while encouraging their cooperation in delivering a peaceful electoral process.
According to Mucunguzi, the roadmap outlines all major electoral activities, including updating the National Voters Register, display of the voters’ register for public verification, nomination of candidates, official campaign period, and polling day.
“By the close of today, the people of Adjumani West will know the complete roadmap for filling the vacant parliamentary seat, and the electoral process will immediately commence,” he added.
The race to succeed Gen. Moses Ali is already attracting strong interest, with nine aspirants declaring their intention to contest the seat.
Among those seeking the position are Daniel Izale, the Patriotic League of Uganda (PLU)-endorsed candidate, Justin Mawadri (NRM), Richard Madrara (NRM), James Leku Pilli (NRM), Nixon Owole (NRM), Capt. Stephen Mamawi (NRM), Ben Anyama (NRM), Santos Piro Eruaga (NRM), and Patrick Tandrupasi.
The large number of aspirants, particularly within the ruling National Resistance Movement (NRM), signals what is expected to be a highly competitive contest to replace one of Uganda’s longest-serving legislators.
End of an era
Gen. Moses Ali represented Adjumani West County in Parliament from 2016 until his death in 2026.
Before the creation of Adjumani West Constituency, he served as the Member of Parliament for East Moyo County from 1994 to 2016, making him one of the country’s most experienced legislators and senior government officials.
His death marked the end of a distinguished public service career during which he held several ministerial portfolios and remained a prominent figure in Uganda’s political landscape.
With the Electoral Commission now rolling out the by-election programme, political activity in Adjumani West is expected to intensify as candidates prepare for nominations and campaigns to win the confidence of voters.
