Luuka, Uganda: His Royal Highness Willington Nabwana Inhensiko IV, the Tabingwa of Luuka Chiefdom, has appointed a new 13-member cabinet, naming Mr. Kaima Godfrey as the new Katuukiro (Prime Minister) in a major leadership reshuffle aimed at steering the cultural institution into a new chapter.
The appointments were announced in a press release dated August 4, 2026, in which the Tabingwa said they were made in accordance with Article 23(B) and Article 25(A) of the Constitution of Obwa Bingwa bwa Luuka.
The reshuffle follows the recent resignation of long-serving Katuukiro Owek. David Lwiigu Igulu Isabirye Kibwika XL, who stepped down after serving the chiefdom for nearly two decades.
Mr. Andrew Kibumba has been appointed Deputy Katuukiro.
New Luuka Chiefdom Cabinet
The newly appointed cabinet comprises professionals, technocrats and cultural leaders entrusted with overseeing key portfolios within the chiefdom.
The appointments are as follows:
- Mr. Kaima Godfrey – Katuukiro (Prime Minister)
- Mr. Andrew Kibumba – Deputy Katuukiro
- Mr. Ben Kisaame – Minister for Tabingwa Affairs
- Mr. Charles Babiga – Minister in the Office of the Katuukiro and Minister for Mobilisation
- His Worship Stephen Waidhuba – Attorney General
- Dr. George Kipaalu – Minister of Finance
- Dr. Hamis Mugendawala – Minister of Planning and Economic Development
- Mr. Don Bwaana Vincent – Minister of Lands and Natural Resources
- Mr. Percy Fred Kiisa – Minister of Agriculture, Fisheries and Veterinary Services
- Mr. Herbert Muwanguzi – Minister of Sports and Culture
- Mr. Muwaya Peter – Minister of Education
- Dr. Isabirye Fredrick Daniel – Minister of Health
- Eng. Babita Harriet – Minister for Works (Bulungibwansi) and Environment
In a separate appointment made pursuant to Article 14(A) of the Chiefdom Constitution, the Tabingwa named Omulangira Fr. Richard Gonza Kayaga as the Chairperson of the Luuka Elders’ Council.
The Tabingwa paid tribute to the outgoing cabinet led by former Katuukiro Owek. David Lwiigu Igulu Isabirye Kibwika XL, thanking its members for their dedication and service to the chiefdom.

David Lwiigu Igulu Isabirye Kibwika XL for the dedicated service rendered to Obwa Bingwa bwa Luuka.” “I congratulate the newly appointed Cabinet and wish you a successful tenure in the service of Obwa Bingwa bwa Luuka,” the Tabingwa added.
The new appointments are expected to strengthen the administration of Luuka Chiefdom and support the preservation of cultural heritage, community mobilisation and socio-economic development initiatives within the institution.
