Kampala, Uganda: Ugandan engineering and energy services company On Track Technical has earned rare praise from Parliament’s Public Accounts Committee (PAC) after successfully delivering electricity distribution projects worth approximately Shs7 billion on time and within approved budgets.
The recognition came on Tuesday, August 4, when the company officials appeared before the committee to account for the implementation of government-funded electricity infrastructure contracts.
Unlike many contractors who face criticism over delayed or poorly executed public projects, On Track Technical was commended by Members of Parliament for its professionalism, financial discipline and timely execution of contracts.
The company was represented before the committee by Director Bwengye Tadeo and Operations Manager Fredrick Tinka, who outlined the firm’s contribution to expanding Uganda’s electricity distribution network through engineering, construction, energy and facility management services.
Speaking before the committee, Tinka attributed the company’s consistent performance to professional staffing, effective project management and sound organisational structures.
“Our ability to complete projects on time and within the contract sum is because at On Track we employ professionals and ensure that every department has the right people occupying the right positions for a specific task,” Tinka told the committee.
Founded in 2010, On Track Technical entered Uganda’s electricity distribution sector in 2011 after securing its first major contract from then electricity distributor Umeme Limited.
The Shs1.1 billion project involved refurbishing the Masaka Central–Mitala Maria electricity distribution line, marking the beginning of the company’s expansion in the energy sector.
The firm later completed the Mutundwe–Lubowa Integration Feeder project in Kampala, valued at Shs465 million, before undertaking the Mubende–Kakumiro 33kV feeder project worth Shs615 million in 2014.
Its largest government assignment came under the Ministry of Energy and Mineral Development’s Rural Electrification Agency (REA), where the company was contracted to construct electricity distribution networks across several districts under the Community and Government Cost-Sharing Model.
Valued at Shs5.1 billion, the project was completed within the contractual period of 19 months, without exceeding the approved budget.
Tinka told legislators that maintaining project timelines requires both technical competence and financial preparedness, particularly when government payments are delayed. “We have pre-approved facilities with several financial institutions to ensure we have access to finance as we wait for client disbursements,” he said.
He explained that the financing arrangements enable the company to maintain uninterrupted work on infrastructure projects while awaiting payments from clients.
Members of the Public Accounts Committee, which routinely investigates delayed projects, cost overruns and poor contractor performance, described On Track Technical as one of the country’s best-performing electricity infrastructure contractors.
Legislators commended the company’s quality workmanship, professionalism and contribution to improving the reliability of Uganda’s electricity distribution network.
The recognition comes as government continues investing heavily in electricity access and distribution infrastructure to support industrialisation, attract investment and improve access to reliable power across the country.
Efficient execution of electricity projects remains central to Uganda’s economic transformation agenda, with reliable power considered essential for manufacturing, business growth and household development.
For On Track Technical, the parliamentary endorsement represents a significant milestone for indigenous engineering firms, demonstrating that local companies possess the technical capacity, financial discipline and managerial expertise required to successfully execute complex public infrastructure projects.
