In Summary: President Museveni has restored the Police Presidential Guard (PPG) officers attached to Senior Presidential Advisor Hajjat Hadijah Namyalo Uzeiye and directed an investigation into the circumstances under which the security personnel were withdrawn without his knowledge.

Kampala, Uganda — President Yoweri Kaguta Museveni has Friday restored the security detail attached to Senior Presidential Advisor on Political Affairs and Manager of the Office of the National Chairman (ONC), Hajjat Hadijah Namyalo Uzeiye, while ordering an investigation into the withdrawal of the personnel.

According to information surrounding the President’s intervention, Mr Museveni said he was unaware of the decision to withdraw Namyalo’s security detail and directed the relevant authorities to establish who authorised the move and the circumstances under which it was carried out.

The development comes against the backdrop of public disagreements between sections of the National Resistance Movement (NRM) mobilisation structures and supporters of the Patriotic League of Uganda (PLU) over competing political positions surrounding the 2031 succession debate.

The security team, comprising officers from the Police Presidential Guard (PPG), had reportedly been withdrawn on September 29, 2026, raising questions about the authority behind the decision and whether established procedures were followed.

The disagreement became more visible after members of Namyalo’s ONC mobilisation team in Bugisu publicly endorsed Museveni for another term beyond 2031 during events in Mbale. The endorsement attracted criticism from some PLU leaders, including General Secretary Twalla Fadil and Daudi Kabanda, who heads the Office of the PLU Chairman.

The tensions followed PLU’s mobilisation activities in support of Chief of Defence Forces Gen Muhoozi Kainerugaba’s reported presidential ambitions for 2031, with some of its leaders publicly insisting that he would be on the ballot.

Earlier reports published following the September 29 withdrawal indicated that neither the Uganda Police Force nor the Presidency had publicly explained the decision or established whether it was connected to the political disagreements.

Namyalo heads the ONC, the NRM structure responsible for supporting Museveni in his capacity as the party’s National Chairman. Through the office, she has coordinated nationwide mobilisation and empowerment initiatives targeting youth, women and other grassroots groups.

Mr Museveni’s latest intervention restores the security arrangement while placing the circumstances surrounding its withdrawal under investigation. The findings are expected to clarify the decision-making process and identify those responsible for the move.
