Nebbi, Uganda:- The Nebbi District Council, presided over by district speaker Ogan Kizito, has laid budget estimates of over 42.418 billion shillings for the forthcoming 2025-2026 financial year.
The budget, laid before the council on Tuesday by Kissa Lawrence Ojok, the District Secretary for Finance, was part of a session held at the Nebbi District headquarters.
“The budget I present today is formulated in line with our fourth district Development Plan, which is aligned to the Fourth National Development plan with 14 strategic program areas including comprehensive department work plans, ensuring a solid approach to our development goals,” Kizito said.
Kissa, during the budget laying, noted that as a district, they were expecting to meet the laid budget estimates from three major sources, including Local Revenue, Central Government Transfers and disbursements from development partners (NGOs).
“By focusing those strategic areas and objectives in our budget and work plans, Nebbi district aims to fast-track the transformation of the community from the peasant to a modern and prosperous society by 2040,” Kissa said.
The presented draft budget has seen a reduction of 6 % from the current year’s 2024/2025 budget of 45.09 billion shillings primarily due to reduction in other government transfer projects, withdrawal of development grants, missing of the indicative planning figures (IPF) and phasing out of Ugift funding for micro scale irrigation and seed secondary schools.
Kissa stated that Nebbi district’s revenue for FY 2025/26 is projected as follows:- Local Revenue UGX 1.177.160 billion (2.80 %), Central Government Grants UGX 40.440.657 billion (95.60 %), Donor/NGOs Funding: UGX 806.797.000 billion (1,6 %)
He reaffirmed that the district budget represents Nebbi district’s collective commitment to the development and wellbeing of the population of Nebbi district through strategic resource allocation to enhance service delivery in the areas of infrastructure, education, healthcare and better livelihood among others.
He further noted that the budget estimates would be scrutinized by the committees and thereafter council convenes for the approval of the 42.418 Billion shillings budget.
The chairperson of Nebbi district local government, Mr Orombi Emmanuel, also revealed that amidst numerous challenges, as a district, his council will remain committed by working with all stakeholders, government officials, development partners, community leaders and fellow citizens of Nebbi.
“With unity and determination, I therefore call upon everyone to embrace transparency, accountability, and carry out active participation in implementing the estimated 2025/26 budget for improved service delivery that will benefit our people” Orombi said
In addition to the 2025/26 budget, some of the district councilors during the Budget laying expressed their optimism that the draft budget will improve service delivery and cater for the needs of the community if approved.
