Kapelebyong, Uganda: Kapelebyong District Council has approved a UGX 20.03 billion budget for the 2025/2026 Financial Year, marking a significant increase from the UGX 19.93 billion allocated in the previous year.
The budget motion was introduced by the Secretary for Finance, Ms. Aliano Teddy, and seconded by Councilor Amuko Aseri during a session chaired by District Speaker Mr. Okiru Richard on Wednesday, May 28.
The approved revenue sources include UGX 439.2 million from local revenue, UGX 19.2 billion from Central Government Transfers, UGX 155.4 million from Other Government Transfers, and UGX 207 million in External Financing.
The Education department received the largest share—UGX 8.82 billion—followed by Health with UGX 3.42 billion, and Administration with UGX 2.99 billion. Roads and Engineering was allocated UGX 1.57 billion to bolster infrastructure upgrades.
Additional budgetary allocations include Ugx 235,181,000 for the Finance department, Ugx 610,915,000 for Statutory Bodies, Ugx 926,527,000 for the Production department, Ugx 723,162,000 for Water, and Ugx 264,345,000 for the Natural Resources department. Community-Based Services received Ugx 179,890,000, Planning was allotted Ugx 113,232,000, Internal Audit secured Ugx 73,576,000, and Trade received Ugx 86,329,000.
Ms. Rhoda Oroma, the Chief Administrative Officer of Kapelebyong, noted that the budget increase results from the district’s improved performance.
“In the 2023 local government assessment, we ranked 146th out of 176 local governments in the country, but we improved to 56th in the 2024 assessment, signifying our increase in the budget,” Ms. Oroma stated.
Kapelebyong District Chairperson Mr. Akorikin Francis described the budget as equitable and well-suited for serving the community.
The budget aims to enhance the road network, improve access to clean water, and strengthen the implementation of transformational initiatives such as the Parish Development Model, among other priorities.
