Kampala, Uganda: President Museveni has appointed former Mbarara Municipality Member of Parliament Michael Tusiime as Director of Public Expenditure Accountability at the Parliament of Uganda, placing him at the center of efforts to strengthen financial oversight and transparency in public spending.
Tusiime, who served as MP for Mbarara Municipality between 2016 and 2021, brings legislative experience and a background in governance and accountability processes to the role.
During his time in Parliament, he was involved in legislative scrutiny and oversight discussions, gaining exposure to public finance management systems.
Before his appointment, he worked as a consultant audit advisor, supporting parliamentary accountability committees, including the Public Accounts Committee (PAC), in executing their oversight mandate. His work focused on guiding legislators on audit interpretation, financial scrutiny, and strengthening institutional checks across government entities.

In his new position, Tusiime will oversee the Directorate of Public Expenditure Accountability, a critical arm within Parliament tasked with supporting MPs in tracking government spending, analysing audit reports, and ensuring compliance with approved budgets.
The role comes at a time when Uganda’s public finance management remains under heightened scrutiny, particularly amid a rising national budget and increasing debt obligations. The 2026/27 national budget, recently approved at over UGX84 trillion, allocates a significant portion to debt servicing, intensifying calls for stronger expenditure monitoring and value-for-money audits.
Observers say Tusiime’s combination of legislative experience and technical expertise in audit systems positions him to strengthen Parliament’s oversight function, particularly in bridging gaps between audit findings and enforcement of accountability measures.
His appointment is part of broader institutional efforts to enhance transparency, improve financial discipline, and reinforce Parliament’s role as a watchdog over public resources.
