Musasizi: NLGRB’s Five-Year Strategic Plan to Strengthen Uganda’s Gaming Sector

Kampala, Uganda: Finance Minister Henry Musasizi has launched the 2026–2031 Strategic Plan, Client Charter and Service Delivery Standards for the National Lotteries and Gaming Regulatory Board (NLGRB), saying the three instruments will strengthen regulation of Uganda’s gaming industry and enhance its contribution to national development.

Speaking during the launch on Monday, Musasizi said the documents would guide the Board’s work over the next five years while advancing government’s priorities on domestic revenue mobilisation, digital transformation, public accountability, and socio-economic transformation.

He noted that the Strategic Plan, Client Charter and Service Delivery Standards are aligned with Uganda Vision 2040, the Fourth National Development Plan (NDP IV) and the Government’s Tenfold Growth Strategy.

Musasizi described the newly launched documents as more than policy frameworks, saying they reflect the Board’s commitment to improving governance and service delivery.

“The Strategic Plan, Client Charter and Service Delivery Standards represent more than policy documents. They represent a commitment to accountability, innovation, responsible gaming and national development.”

“The gaming industry continues to play an increasingly important role in Uganda’s economy. Through effective regulation, enhanced compliance, technological innovation and stronger supervision, the sector has expanded its contribution to government revenue, employment and investment,” he added.

Minister Calls for Stronger Regulation

During a meeting with the NLGRB Board and management, Musasizi urged the institution to prioritise strengthening the National Central Electronic Monitoring System, automating licensing processes, intensifying enforcement against illegal gaming activities, promoting responsible gaming practices and building a committed workforce.

Deputy Secretary to the Treasury Patrick Ocailap challenged the Board to ensure the newly launched documents are translated into tangible results.

“A Strategic Plan without implementation remains a statement of intent. Service Delivery Standards without compliance remain aspirations. A Client Charter without accountability becomes only a public relations document.”

Ocailap said the Board must embed the three instruments “into daily institutional practice and measurable public value.”

The Chairperson of the National Lotteries and Gaming Regulatory Board, Kenneth Kitariko, reaffirmed the institution’s commitment to professionalism, innovation and collaboration with stakeholders.

“Through enhanced regulatory compliance and the integration of cutting-edge technologies, we strive to create a fair, transparent and efficient gaming industry that aligns with Uganda’s national priorities.”

During the event, Kitariko also presented the Board’s ISO Certification to Minister Musasizi, marking another milestone in the institution’s efforts to improve quality management and service delivery.
