In Summary: The Inspectorate of Government has arrested former Arua District Local Government chairperson Alfred Okuonzi, his son and two brokers over the alleged sale of a government motorcycle for Shs6.5 million. The arrest comes amid a series of recent IG operations targeting local government and public service officials over alleged corruption, abuse of office and misuse of public resources.

Arua, Uganda — The Inspectorate of Government (IG) has arrested former Arua District Local Government chairperson Alfred Okuonzi over the alleged sale of a government motorcycle that had been in his possession.

Okuonzi was arrested alongside his son and two brokers whom he had allegedly instructed to sell the district motorcycle for Shs6.5 million.

According to the Inspectorate statement shared via X, the four suspects are expected to appear before the Anti-Corruption Court on Monday, November 2, 2026, to answer to allegations relating to the transaction.

The IG did not provide further details about the motorcycle, including its registration particulars, the circumstances under which it came into Okuonzi’s possession or whether the alleged sale was completed.

The arrest adds to a series of recent investigations and arrests involving local government and public service officials accused of misusing public resources, abusing their offices or engaging in corrupt practices.

Earlier this month (October), the Inspectorate arrested Lira District Chief Administrative Officer Ismael Ochengel, Arua District Chief Finance Officer Roy Angumaniyo and retired district planner Andeku Shaphan Glead Avua over the alleged diversion of Shs200 million in government funds.

According to the IG, the trio allegedly diverted money from the Discretionary Development Equalisation Grant (DDEG) during the 2017/2018 financial year. The funds had been allocated to Arua District Local Government for the procurement of fixed assets but were allegedly used for purposes unrelated to the original allocation.

At the time of the alleged diversion, Ochengel was serving as Arua’s Chief Administrative Officer, Angumaniyo as Chief Finance Officer and Avua as district planner. Ochengel is currently the CAO of Lira District. The three were expected to appear before the Anti-Corruption Court on October 21, according to the Inspectorate.

In another operation announced on October 29, the IG arrested Ejang Florence, an office typist at Oyam District Local Government, over allegations of soliciting Shs17.6 million from six people in exchange for helping them secure appointments as Education Assistant II officers.

The Inspectorate said Ejang allegedly demanded the money between April and June 2025 and was also accused of receiving Shs508,000 through her mobile phone in connection with the recruitment of one applicant.

She was expected to appear before the Anti-Corruption Court on October 30, 2026. The case was investigated by the IG’s Lira Regional Office.

The recent cases have drawn attention to alleged misconduct in different areas of local government administration, including the management of public assets, development funds and recruitment into public service.

The latest arrest involving Okuonzi is particularly significant because it concerns the alleged disposal of district property, while the other investigations involve alleged diversion of public funds and solicitation of money from people seeking government employment.
