Preserving Tradition: The unique leadership structure of Obwa Ikumbania bwa Bugwere and the significance of Kisisira

Obwa Ikumbania Bwa Bugwere Cultural Institution, known for its rich cultural heritage, stands out as a unique entity with a distinctive approach to leadership. Unlike traditional institutions where leaders are born into their roles, this cultural institution employs an electoral process to select its leaders, emphasizing the importance of democratic principles in their governance.

At the heart of the institution is the Ikumbania, the head of the Bugwere Cultural Institution, who is elected by the Bugwere Cultural Council. This council consists of Clan Heads who, together, elect their leader from amongst themselves. It is worth noting that the position of Ikumbania is not inherited but rather attained through a fair and transparent election process.

In a departure from conventional norms, the spouse of the serving Ikumbania is referred to as ITULUULA. However, it is important to note that upon the cessation of the Ikumbania’s tenure due to reasons such as death, resignation, or removal from office in accordance with the law, the title of ITULUULA also ceases. This clarifies the dynamic nature of leadership within the institution and reiterates that positions are not passed down through lineage.

Highlighting another distinctive aspect, the Bugwere Community does not designate a Queen mother, as is customary in other cultural institutions. Any individual purporting to hold the position of Queen mother without the appropriate authority is deemed null and void, as per a court order prohibiting such claims within the Obwa Ikumbania Bwa Bugwere Cultural Institution.

The leadership structure within the cultural institution operates under the framework of the Obwa Ikumbania Bwa Bugwere Cultural Institution Constitution 2013. This constitution provides a guiding framework for the institution’s activities and ensures that any organized event must seek consent or permission from the leaders of the institution to be considered legitimate, emphasizing the importance of following established protocols.

A notable cultural event within the Bugwere community is Kisisira. This event is traditionally organized by model women who embody reputable morals, cultural values, proven integrity, and a strong social presence. These women uphold the community’s cultural dressing code and are known for their positive contributions without exhibiting any negative behavior or character.

The significance of Kisisira is underscored by the community’s belief that it should not be hosted in religious buildings unless organized by the respective religious sect and aligned with their beliefs. This highlights the importance of respecting both cultural and religious boundaries within the community, fostering an atmosphere of inclusivity and understanding.

However, recent developments have raised concerns within the Bugwere community. Sarah Harriet Wayabire, who claims the title of Her Majesty Queen, has been identified as the widow of the late Ikumbania John Chrysostom Wayabire, rather than his mother. Despite her appointment as the customary heir by the Bakatikoko clan and obtaining Letters of Administration as a legal heir in charge of the estate, questions have been raised regarding her integrity and moral character.

There is a fear that if left unchecked, Sarah Harriet Wayabire may exert undue influence on the Bugwere community, particularly in matters concerning the cultural dressing code and the respect for family relationships. In light of this, community members are urged to remain vigilant and uphold the esteemed values and traditions that define the Bugwere Cultural Institution.
