Museveni appoints Adonia Ayebare as Cabinet ex-officio member

Kampala, Uganda: President Yoweri Kaguta Museveni has appointed Uganda’s Permanent Representative to the United Nations, Ambassador Adonia Ayebare, as an ex officio member of the Cabinet.

According to a statement issued Tuesday morning by State House, Ambassador Ayebare was officially sworn in on Monday, April 28, 2025, with Vice President Rtd Maj Jessica Alupo presiding over the ceremony at Nakasero.

“President @KagutaMuseveni appointed Ambassador @adoniaayebare, Uganda’s Permanent Representative to the United Nations, as an ex officio member of the Cabinet. He was sworn in yesterday by the Vice President, H.E. @jessica_alupo,” read a brief statement released via State House’s X platform.

Ayebare’s appointment to the big position signifies President Museveni’s commitment to integrating international diplomacy with national policy-making.

As an ex officio Cabinet member, the Ambassador is expected to provide strategic insights on foreign affairs, ensuring that Uganda’s international engagements align with its domestic priorities.​

According to the Uganda Cabinet Handbook, ex officio members, while not holding ministerial portfolios, participate in Cabinet deliberations, offering expertise in their respective fields. Ayebare’s role will, among others, involve advising on matters related to international relations, peace, and security, and representing Uganda’s interests on the global stage.

Ayebare’s inclusion in the Cabinet is anticipated to enhance the coherence between Uganda’s foreign policy and domestic objectives. His extensive experience in diplomacy and international relations positions him to effectively bridge global engagements with national development goals.

A Distinguished Career in Diplomacy

Ayebare’s diplomatic career spans over two decades. He began as Uganda’s Principal Adviser and Special Envoy to the Burundi peace process from 2001 to 2008.

He also served as Uganda’s Ambassador to Rwanda and Burundi between 2002 and 2005. His tenure at the United Nations previously included roles as Deputy Permanent Representative and Chargé d’affaires, and since 2017, as the Permanent Representative.

Ambassador Ayebare holds a Bachelor of Arts in Mass Communication from Makerere University. He furthered his studies with two Master of Arts degrees from Long Island University and the Fletcher School of Law and Diplomacy at Tufts University. Additionally, he earned doctoral degrees from Indiana University and Rutgers University.
