Mbale, Uganda: A former acting education officer in Mbale City, Mrs. Nasimiyu Linus, has sued the Mbale City Council, accusing it of unlawfully interdicting her from duty for over eight months without reinstatement or compensation.
Mrs. Linus, who has served in the education department since 2007, when Mbale was still a municipality, was suspended in September 2024, allegedly under the directives of then City Clerk Mr. Ambrose Ocen.
Her interdiction, she claims, was irregular, emotionally driven, and intended to frustrate her bid for a permanent appointment after serving five years in an acting capacity.
During her suspension, the same position she held was controversially re-advertised by the city administration. Attempts to seek redress through the Equal Opportunities Commission turned futile after she was counter-sued by the City Council at Mbale High Court.
Justice, however, swung in her favor. The High Court ruled in her support, yet she has not been reinstated.
Mrs. Linus is now demanding over UGX 50 million in damages for the loss of income, humiliation, and psychological distress caused by what she describes as orchestrated workplace victimization.
Insiders familiar with the case say her meeting with President Museveni earlier this year led to the abrupt dismissal and transfer of Mr. Ocen, who was reportedly forced out of office on orders from the Ministry of Local Government.
The Ministry’s Permanent Secretary, Ben Kumumanya, allegedly linked to the former clerk, was also called back from leave to oversee the changes.
Despite the court victory and growing public support, Mrs. Linus alleges that allies of the former clerk within Mbale City’s leadership are frustrating her return and lobbying to have her permanently excluded from public service.
Her legal team says they are in possession of “solid evidence” that will compel the Council to not only reinstate her but also pay the demanded compensation.
