Kamuli, Uganda: Residents of Bugulumbya Sub County in Kamuli District have earned praise from the Resident District Commissioner Rose Birungi for their performance in disbursing and guiding the utilization of funds under the Parish Development Model (PDM), a national wealth creation flagship initiative.
RDC Birungi was on Monday doing a verification and assessment exercise in the sub-county when she commended the officials for prioritizing financial literacy, community mobilization, and helping beneficiaries understand how to absorb and make use of the funds.
“When we help people embrace and utilize government programs, we not only help them transform their lives but also get them to appreciate and acknowledge government service provision,” RDC Birungi said. “Let us not just do disbursement but take bold steps to mobilize our people towards transforming themselves.”
Bugulumbya Sub County Chief, Princess Ryspers Rebecca Konso, said their main priority was to ensure beneficiaries understood the PDM concept, identified viable enterprises, and developed sound business plans.
“We received and disbursed UGX 300 million in PDM funds to the six parishes after verification by the RDC’s office,” Princess Konso confirmed. “We are happy the funds were timely, especially as most beneficiaries are engaged in agriculture.”
Margaret Nangobi, a beneficiary from Bulunda Buwoya Parish, said she was surprised to receive the funds in full, contrary to widespread skepticism. “I was pessimistic about getting these funds, but now they have given me the money in full, and my piggery project is going to be boosted,” she said.
“I’m encouraged to engage the local field staff to treat the pigs, improve feeding, and enhance the breed. I can’t wait to make profits and share responsibility with my husband. Mzee, webale.”
Another beneficiary, Julius Isabirye, who is investing in poultry farming, revealed he is venturing into rearing Kroiler crossbreeds. “Local chickens bring in good money when handled well. With the PDM boost, I’m involving my children in record-keeping so we can jointly get better outcomes from the project,” he said.
“At first, we had misconceptions about PDM, but now with proper sensitization, it is clear this is a well-intentioned program,” Isabirye added.
