Museveni’s loyal, best-performing ministers & civil servants, to be inducted in 2025 Dev’t Champions Journal

Kampala, Uganda: President Yoweri Museveni’s top-performing ministers, heads of statutory bodies, and public servants are set to be profiled in the 2025/26 Uganda Development Champions Journal, an initiative by Public Opinions aimed at recognizing loyal and effective government leaders ahead of Uganda’s 63rd Independence Day and 40 years of NRM leadership.

According to a statement by Public Opinions, the publication will spotlight individuals who have consistently implemented the President’s development agenda, embraced the Uganda Vision 2040, and contributed towards achieving the United Nations Sustainable Development Goals (SDGs).

The selection, according to the statement seen by DailyExpress, was based on a six-month evaluation involving field-based assessments and public nominations.

“The criteria for selection were stringent, focusing on leaders who have demonstrated commitment to President Museveni’s vision and policies. These leaders have shown an exceptional ability to translate policies into action, achieve set goals, and provide direction and drive progress in their ministries. They have also been approachable and responsive to citizens’ concerns, engaging with communities and keeping them informed about government initiatives,” the statement reads in part.

“Some ministers have unfortunately let the President down, failing even to mobilize citizens to benefit from flagship programs like the Parish Development Model. That is unacceptable,” it adds.

The Uganda Development Champions Journal 2025/2026 will highlight success stories across ministries and agencies, detailing achievements, profiles, and notable reforms. It will also feature a list of 120 achievements by President Museveni, underlining his legacy as a key architect of Uganda’s growth and transformation.

The distribution of the journal will span national functions, Entebbe International Airport’s VIP section, Uganda’s diplomatic missions abroad, the National Budget Day Conference, and to senior government officials, including MPs and members of the NRM’s National Executive Council.

Since 2014, Public Opinions has consistently recognized transformative leadership in Uganda and has held multiple engagements with President Museveni, including landmark events at Kololo Ceremonial Grounds and Imperial Royale Hotel. Museveni himself was a recipient of the Uganda Development Champion Award.

In profiling these development champions, the journal aims to serve not only as a record of achievement but also as a leadership blueprint to inspire others in public service. Public Opinions emphasized that the selection criteria required proven loyalty to the president, transparency, high moral standards, and the ability to drive tangible impact within assigned dockets.
