Kampala, Uganda: The former Police CID spokesperson D/ASP Charles Twiine and National Unity Platform President’s civilian bodyguard, Noah Mutwe have been remanded to Luzira Prison until June 5, 2025, after being charged with multiple counts of incitement to violence, hate speech, and malicious information targeting the President, the Chief of Defence Forces, and senior parliamentary leaders.
The two appeared before Buganda Road Chief Magistrate’s Court on Thursday, May 22, following their disappearance and subsequent resurfacing in security custody this morning.
A detailed police charge sheet seen by DailyExpress, indicates that D/ASP Twiine, who is currently attached to the Parliamentary Police, is facing six counts, four of them under the Computer Misuse Act and two under the Penal Code Act, while Noah Mutwe is cited as an accomplice in two of the most serious counts involving incitement to violence.
State Prosecution alleges that between January 2024 and May 2025, Twiine used electronic communication platforms to incite Mutwe to violently attack and cause the death of President Yoweri Museveni and General Muhoozi Kainerugaba, the Chief of Defence Forces, citing their political positions.
The messages, allegedly sent via social media, form the basis of the first two charges under Section 79(1) of the Penal Code Act.
“D/ASP Twiine Mansio Charles, between January 2024 and May 2025, at various places within Kampala Capital City Authority through electronic social media messages, incited Mitala Noah alias Nuwa Mutwe to attack and cause the death of the President of the Republic of Uganda, using pavers, by reason of his office or political opinion,” the charge sheet for offence 1 reads in part.
“D/ASP Twiine Mansio Charles, between January 2024 and May 2025, at various places within Kampala Capital City Authority through electronic social media messages, incited Mitala Noah alias Nuwa Mutwe to cause the death of General Muhoozi Kainerugaba, by reason of his office or political opinion,” reads another offence.
Further, Twiine is accused of using a computer to disseminate derogatory and defamatory statements against Speaker Anita Among, Deputy Speaker Thomas Tayebwa, and Generals Muhoozi Kainerugaba and James Birungi, remarks that prosecution claims were likely to incite hostility or degrade the integrity of those officials.
In one instance, Twiine allegedly referred to Speaker Among as “a rotten human being and the chief sponsor of the killings and violence in Bukedea District.” He is also said to have labeled Gen Muhoozi “a fat pig and a crook” and Tayebwa “a money launderer, masquerader and fraudster.”
The offences, according to court filings, contravene Sections 26 and 28 of the Computer Misuse Act and carry stiff penalties if convicted.
Security sources say the case stems from a broader intelligence crackdown on alleged online subversion and incitement ahead of the 2026 general elections.
The prosecution has not ruled out adding more suspects or widening the investigation to trace the digital footprint of the controversial messages.
The presiding Magistrate, HW Ronald Kayizzi did not allow the two to take a plea due to the gravity of the offences and the court’s lack of jurisdiction to handle capital offences and were remanded to Luzira Prison until June 5, when the matter will return for mention and possible committal to the High Court.
