Education takes the lion’s share as Oyam approves Shs55bn budget for FY 2025/2026

Oyam, Uganda: Oyam District Council has today, Tuesday, May 27, approved a Shs55.1 billion budget for the 2025/2026 financial year, with the education sector taking the biggest allocation of Shs25.7 billion.

The budget, passed during a council session held at Paraa Safari Lodge in Murchison Falls National Park, marks an increase of over Shs1 billion from the previous financial year. The health sector was allocated Shs10.2 billion, administration received Shs9.8 billion, while internal audit got the least share at Shs57.8 million.

Presenting the budget, Christ Ongom, the leader of government business, reported a significant rise in locally generated revenue, which grew from Shs700 million to over Shs1 billion.

“We were suffering in the last financial year. When I took over, even by mid-year we had not collected half of our projection. But this year, we’ve already surpassed the target. We closed gaps and created new revenue sources,” Ongom said.

He called on leaders to intensify monitoring of government-funded projects to ensure proper implementation.

District Speaker Nommy Otyeno urged the Chief Administrative Officer (CAO) and technocrats to support councillors with proper interpretation of budget allocations to ease oversight.

“Let it be presented in a way they can first understand. This council also demands that local revenue be shared across departments because raising and using it is a collective responsibility,” Otyeno said.

The Secretary for Education and Sports, Hellen Beatrice Auma, said schools in the district had already benefited from EU-funded projects and maintenance grants. She welcomed the budget increase as a timely boost for the sector.

Bless Ajok, a councillor, expressed optimism that the increased funding will enhance education performance. Meanwhile, Nelson Oloa, councillor for Myene Sub-county, called for specific funding toward transport procurement to improve school inspection and academic supervision.
