Kampala, Uganda: President Yoweri Kaguta Museveni has officially launched Uganda’s Fourth National Development Plan (NDP IV), setting the government’s economic and transformation agenda for the period 2025/26 to 2029/30.
The launch took place during his 2025 State of the Nation Address delivered Thursday, June 5, at Kololo Independence Grounds in Kampala.
In a wide-ranging speech, President Museveni outlined Uganda’s economic resilience, security gains, and strategic priorities moving forward. “The economy is strong,” the President declared, attributing stability to deliberate government interventions such as Operation Wealth Creation (OWC), the Parish Development Model (PDM), Emyooga, and broader socio-economic reforms.
Mr Museveni detailed that Uganda, as a country, remains “generally calm” on the security front and praised the youth, referred to as Bazzukulu, for productively using the peace to transform their lives and contribute to national development.
The President led the nation in observing a moment of silence in remembrance of notable figures and ordinary Ugandans who passed away in the last year, including the late Pope Francis and former Kawempe North MP Muhammad Ssegirinya.
NRM is Uganda’s ‘Wise Builder’
In a Biblical analogy from Matthew 7:24–27, the President likened the ruling National Resistance Movement (NRM) to the “wise man” who built his house on a rock, saying the party’s ideology has laid a firm foundation for Uganda’s transformation.
“Our foundation is based on patriotism, Pan-Africanism, socio-economic transformation and democracy,” he said. “This ideology is designed to uplift all citizens, not just a few elites.”
During the same Address, Mr Museveni highlighted several achievements under the NRM government, among which include: the life expectancy, which has risen to 63 years, from 45 years in 1986; the population now exceeds 46 million, up from 14 million in 1986, literacy levels have improved from 43% in 1986 to 80% today and the proportion of Ugandans in subsistence farming has dropped from over 90% in 1986 to 33% now.
The President attributed these milestones to policy-driven programs, including Universal Primary Education (UPE), Universal Secondary Education (USE), mass immunization, and targeted economic empowerment schemes.
Museveni, who is seeking reelection in 2026, concluded with a reaffirmation of his administration’s commitment to a peaceful, secure, and prosperous Uganda built on ideological clarity and inclusive development.
