NIRA staff warned against extortion in mass National ID renewal exercise

“Any staff found extorting money from residents will face legal consequences,” warned Oyam Deputy RDC Richard Tabaro, as the mass National ID renewal exercise kicked off.

Oyam, Uganda: The National Identification and Registration Authority (NIRA) staff in Oyam District have been warned against extorting money from residents during the ongoing mass renewal and registration of National Identification Cards.

The stern warning was issued by Mr. Richard Tabaro, the Deputy Resident District Commissioner (RDC) for Oyam, during the official launch of the exercise on June 5, 2025.

“National ID registration and renewal should be free of charge, except for officially designated fees. Any staff found extorting money from residents will face legal consequences,” Tabaro emphasized.

He underscored that attempts to exploit locals under the guise of ID processing fees would not be tolerated, and that culprits will be prosecuted in accordance with the law.

The warning comes as the district embarks on a major registration drive, targeting the renewal of 491,600 IDs and enrolling new applicants at the parish level over a six-month period before operations return to the district NIRA office.

Mr. Moses Meregurwa, the Oyam District Registration Officer, confirmed the scope and duration of the exercise, noting that the initiative is part of the national effort to streamline identification and service delivery across Uganda.

Meanwhile, Mr. Chris Ongom, the LC5 Vice Chairperson of Oyam District Local Government, encouraged residents to embrace the exercise. “I am appealing to all residents to actively participate in the renewal and registration process. A valid National ID is essential for accessing key services without delays,” he said.

The exercise has also drawn positive feedback from local leaders. Ms. Miriam Atoo, the LC1 Chairperson of Nursing Qoator in Eastern Ward, Oyam Town Council, said the process is notably more efficient than the first mass enrollment.
