Entebbe, Uganda: The Deputy Director General of the Uganda Civil Aviation Authority (UCAA), Ms. Olive Birungi Lumonya, has challenged African aviation regulators to take the lessons learned from the just-concluded Regulatory Excellence Training beyond the classroom and use them to transform the industry.
Closing the three-day training at Protea Hotel in Entebbe on September 3, Lumonya urged participants to “embody the spirit of excellence in the way we regulate, in the way we collaborate, and in the way we innovate,” adding that the growth of aviation on the continent depends on upholding the highest safety standards while embracing change.
The Deputy DG commended the collaborative effort behind the training, which was co-organised by Boeing International, Cranfield University, and the East African Community Civil Aviation Safety and Security Oversight Agency (CASSOA).

“On behalf of UCAA, I extend our sincere appreciation to Boeing, Cranfield University, and CASSOA for co-organising this training, and to all Partner States and stakeholders for their invaluable collaboration. Your expertise and engagement have made this course a true success,” Lumonya said.
Held under the theme “Regulatory Excellence – Leading the Way into the Future,” the training brought together aviation regulators, industry leaders, and regional stakeholders. Sessions focused on strengthening regulatory frameworks, advancing safety management practices, improving crisis preparedness, and navigating the opportunities and risks of emerging technologies.

At the closing ceremony, participants received certificates of completion in recognition of their commitment to advancing aviation safety, security, and innovation across Africa.
A Call to Leadership
Lumonya urged the delegates to return to their home States as leaders and champions of safety and security, not merely as regulators.
“The growth of aviation in Africa depends on our ability to uphold the highest standards while embracing change. Each of you has a responsibility to carry this torch of excellence, ensuring that our skies remain safe, secure, and sustainable as we build a globally competitive aviation sector,” she said.
