Over 3,500 polling constables passed out in Busoga ahead of 2026 elections

Kamuli, Uganda: Police in the Busoga North have passed out 3,564 Special Elections Polling Constables after completing an intensive training programme aimed at strengthening security ahead of the forthcoming electoral process.

The recruits completed their training during a ceremony held in Kamuli District, marking a key milestone in preparations to ensure peaceful, orderly and credible elections across the region.

Speaking at the pass-out, the Chief Instructor of the course, SP Oola Moses, commended the recruits for demonstrating discipline, commitment and resilience throughout the training period, noting that their conduct reflected the core values and standards of the Uganda Police Force.

“These trainees have been outstanding and disciplined. Their conduct reflects the core values and standards of the Uganda Police Force,” SP Oola said.

He thanked District Police Commanders (DPCs) for mobilising and supporting the large number of trainees and applauded the administrations of schools that hosted the training for their cooperation. Special recognition was also extended to commanders and instructors who delivered lectures and practical sessions with professionalism.

SP Oola further appreciated the Inspector General of Police (IGP) for providing strategic leadership and logistical support that ensured the smooth implementation and completion of the training programme.

The Regional Police Commander (RPC) for Busoga North, who also served as the course commandant, SSP Dickens Bindeeba, reported that of the 3,564 trained constables, 988 were female while 2,576 were male.

SSP Bindeeba explained that the constables will be deployed at polling stations to provide foundational security, supported by patrols and other security arrangements to maintain law and order during the elections.

“These trained constables will be deployed to provide security to the public and ensure a peaceful and smooth voting process,” SSP Bindeeba said.

He noted that Kamuli District received the largest deployment due to its high number of polling stations and expressed confidence in the readiness and capability of the trained personnel.

The training programme, which ran from the 7th to the 18th of the month, covered drills, police policies, the mandate and functions of the police, discipline, human rights, and other core policing principles. SSP Bindeeba said the exercise was completed without incident.

The recruits were informed that they stand a chance of future recruitment into the Uganda Police Force in line with Section 64 of the Police Act, which empowers the Inspector General of Police to recruit personnel during periods of operational need before, during and after elections.

SSP Bindeeba emphasised that discipline remains the foundation of the police institution and cautioned the recruits against misuse of police uniforms, poor turnout and misuse of police equipment. He announced that, as directed by the IGP, the recruits will be granted four days of rest, followed by transport refunds and issuance of uniforms.

The Chief Guest, Uganda’s Ambassador to Germany, H.E. Stephen Mubiru, commended the Uganda Police Force for its commitment to capacity building and knowledge sharing, noting that security remains the backbone of peace and stability.

“As emphasised by H.E. the President, without security there can be no development. I encourage you to use the skills you have gained and pursue further education so that you can contribute meaningfully to national development,” Mubiru said.
