Mbale, Uganda: Government has finalized plans to fast-track works on the Mutoto cultural site road following intervention by the Umukuka of Bugisu, His Highness Jude Mike Mudoma III, ahead of the 2026 Imbalu circumcision season launch.
The development follows an appeal by the Umukuka to the Minister of Works and Transport, Gen Edward Katumba Wamala, seeking urgent improvement of the key access road to the revered cultural site.
According to Inzu Ya Masaba spokesperson Steven Masiga, construction works are set to begin immediately after a joint feasibility assessment by officials from the cultural institution and the Ministry of Works.
“Yesterday, a delegation from the cultural institution and the Ministry of Works conducted a feasibility study of the Mutoto road, which connects about one kilometre off Tororo Road,” Masiga told DailyExpress.
He revealed that the Works Minister has directed both the Ministry of Works and the Uganda National Roads Authority (UNRA) to ensure the road is completed and ready for use within one month.

The road upgrade comes ahead of the official launch of the 2026 Imbalu circumcision ceremony scheduled for August 1, a major cultural event that attracts thousands of participants and spectators.
Mutoto cultural site serves as the central venue for the launch, hosting high-profile guests including cultural leaders, government officials, and international dignitaries.
Masiga noted that improving the road infrastructure is critical to facilitating smooth access and ensuring the success of the ceremony.
Local communities have welcomed the intervention by the Umukuka and the government, describing the Mutoto road as previously difficult to navigate, especially during peak cultural events.
Residents say the upgrade will not only ease movement during Imbalu but also boost tourism and local economic activity in the area.
Several heads of state and cultural leaders are expected to attend this year’s ceremony, further raising the stakes for improved infrastructure and organisation.
