Police grill CPS officer filmed assaulting civilian in viral video

The unnamed victim and the accused officer have since reconciled but police maintain disciplinary action will still apply on the officer.

Kampala, Uganda: Police in Kampala Thursday said they had taken disciplinary action against an officer captured on video assaulting a civilian at the Central Police Station (CPS) Quarter Guard in the city centre.

In a statement released on April 16, 2026, Kampala Metropolitan Police Spokesperson Rachael Kawala confirmed that the incident, which circulated widely on social media, involved conduct that falls short of the standards expected of police personnel.

“Our attention was drawn to a video circulating on social media in which a police officer is seen assaulting a civilian at the CPS Quarter Guard in Kampala,” Kawala said, noting that although the victim and the officer have since reconciled, the behaviour displayed by the officer remains unacceptable.

“While we note that the victim and the officer have since reconciled, the conduct exhibited is unacceptable and falls short of the standards expected of our personnel,” she stated.

SP Kawala confirmed that disciplinary action has been taken in line with the Police Disciplinary Code. “We strongly condemn such behaviour as it undermines public trust and contravenes the core values of professionalism,” she added.

The incident has once again raised concerns about police conduct and use of force, especially in public-facing spaces such as CPS Kampala.

Cases of assault and excessive force by law enforcement officers continue to draw public scrutiny, with authorities increasingly relying on internal disciplinary mechanisms to enforce accountability.

Police leadership has in recent years emphasised professionalism and respect for human rights as key pillars of service delivery.
