Kampala, Uganda: The Greater Nebbi Elders Council, through its legal arm Vurra Pa Judongo Foundation Ltd (VPJ), has held a high-level strategic meeting with technical officials from the Office of the Prime Minister (OPM) to accelerate development, peace-building, and social transformation in the sub-region.
The engagement, held on Monday, April 27, 2026, at the OPM Boardroom in Kampala, brought together a nine-member delegation from the Elders Council and officials from the Northern Uganda Rehabilitation (NUR) division following a formal request submitted earlier in April.
The meeting, coordinated under the Office of the Under Secretary for Pacification and Development, focused on strengthening institutional collaboration with government, particularly the Office of the Prime Minister and the Ministry of Gender, Labour and Social Development, to support the Council’s community-driven development agenda across Nebbi, Zombo, and Pakwach districts.
During the discussions, the Elders Council presented its strategic priorities, seeking technical and institutional backing to advance peace-building initiatives, youth development programmes, elderly welfare interventions, and broader socio-economic transformation efforts within the Greater Nebbi sub-region.
The engagement marks a significant step toward aligning grassroots-led initiatives with national government frameworks, positioning the Council as a key partner in driving inclusive and sustainable development in the region.
Vurra Pa Judongo Foundation Ltd, the operational arm of the Council, was incorporated on April 25, 2025, as a company limited by guarantee and registered with the Uganda Registration Services Bureau. Its membership is restricted to individuals aged 60 years and above, who leverage their experience to provide practical, solutions-oriented leadership within the community.
The Council has already established structures across all lower local governments in Nebbi, Zombo, and Pakwach districts, with a functional office in Nebbi Municipality, and is currently expanding its coordination networks to the national level.
Its operations are anchored on four core pillars, including guiding the regional development agenda, promoting accelerated socio-economic transformation, supporting mediation and peace-building processes, and nurturing young people into responsible future leaders.
In March 2026, the Council rolled out mediation structures across all lower local governments to strengthen community-based conflict resolution mechanisms, alongside programmes aimed at youth mentorship, talent development, and the promotion of affordable, elderly-centred health and wellness initiatives.
The Council’s approach is guided by principles of integrity, accountability, collaboration, and political neutrality, with a focus on delivering inclusive and impartial interventions that complement government efforts.
In a related engagement, the Council recently met members of the Nebbi Community Fraternity in Kampala, where both parties agreed to deepen collaboration, enhance representation of Greater Nebbi communities in urban centres, and strengthen data-driven planning through joint resource mapping and community profiling.
Going forward, the Council plans to expand partnerships with government ministries, departments and agencies, local governments, cultural and religious institutions, the private sector, civil society, academia, and the media to strengthen coordinated development efforts.
It also aims to scale up advocacy and community mobilisation around key social challenges, including poverty, unemployment, insecurity, teenage pregnancy, drug abuse, poor health-seeking behaviour, and gaps in leadership representation.
The Council leadership, chaired by Canon Vasco Kura, reaffirmed its commitment to fostering unity, peace, and inclusive development in Greater Nebbi while maintaining a strictly apolitical stance.
