Who Is Rwakakooko? Inside the profile of UEDCL’s new acting MD

Kampala, Uganda: As pressure mounts at Uganda Electricity Distribution Company Limited (UEDCL), attention has turned to Eng. Joselynne Rwakakooko, the newly appointed Acting Managing Director tasked with steering the troubled utility through a critical transition.

Rwakakooko steps into the role from within UEDCL’s top leadership, where she has served as Chief Commercial and Operations Officer for the past year, placing her at the centre of the company’s operational and commercial strategy during a turbulent post-transition period.

Before joining UEDCL, Rwakakooko was part of the senior management team at Umeme Limited, where she held key technical and operational roles.

She served as Head of Network Operations for nearly six years and previously as Customer Service Engineering Manager for over five years, building extensive experience in grid management, service delivery, and customer engagement.

Her transition to UEDCL in 2025 positioned her among a group of former Umeme executives retained to ensure continuity after the end of the concession.

With over two decades of experience, Rwakakooko describes herself as a senior energy sector executive specialising in electricity distribution, utility reform, and large-scale operational transformation.

In her professional profile, she highlights expertise in revenue optimisation, loss reduction, and customer-centric reforms, areas now under intense scrutiny within UEDCL.

“I bring a proven track record in utility reform, revenue optimisation, loss reduction, and customer-centric transformation… strengthening operational discipline and improving service reliability,” she notes.

She also emphasises experience in leading cross-functional teams through periods of transition, focusing on accountability, execution, and continuous improvement in complex power sector environments.

A Mandate Under Pressure

Rwakakooko’s appointment comes at a time when UEDCL is facing rising electricity losses, infrastructure strain, and increased government oversight following a leadership shake-up that saw Paul Mwesigwa sent on forced leave.

Her immediate challenge will be to stabilise operations, restore confidence, and deliver measurable improvements in efficiency and service reliability.
