Nebbi approves Shs48.3Bn budget for FY2026/27

According to the district, the projected revenue will be sourced from locally generated revenue, central government transfers, ministries, agencies and donor funding.

Nebbi, Uganda: Nebbi District Council has approved a Shs48.34 billion budget for the 2026/27 financial year, representing a 9 percent increase from the Shs43.22 billion budget approved for FY2025/26.

The budget estimates were presented before council on Tuesday at the district headquarters by Finance, Planning, Administration and Investment Committee Chairperson Teddy Madhawun.

Madhawun said the budget was prepared in accordance with Section 80(6) of the Local Government Act as amended under Cap 138.

“As for the Financial Year 2026/27 Budget Estimate, I can confirm that there has been a slight increase of 9 percent compared to the previous financial year. This increase is mainly due to enhanced conditional government transfers for salaries, pension and gratuity,” she said.

According to the district, the projected revenue will be sourced from locally generated revenue, central government transfers, ministries, agencies and donor funding.

Nebbi District Secretary for Finance, Planning, Administration and Investment Lawrence Ojok said the budget allocations were distributed across departments based on approved work plans.

Ojok revealed that salaries and wages will consume the largest share of the budget at Shs26.53 billion, representing 54.9 percent of the total estimates.

Non-wage recurrent expenditure was allocated Shs17.6 billion, representing 36.4 percent, while development expenditure received Shs4.2 billion, accounting for 8.7 percent of the total budget.

The Education sector received the largest allocation at Shs18.5 billion, followed by Health with Shs10.7 billion and Administration with Shs10.5 billion.

Departments such as Community-Based Services, Water, Trade and Industry received comparatively smaller allocations. “I believe this council has done its best during its term in office and as leaders we must continue serving with commitment and passion for better service delivery,” Ojok said.

Outgoing Nebbi District LC5 Chairperson Emmanuel Urombi urged district leaders and technocrats to focus on effective implementation of the approved budget.

“After approval of the budget, the most important thing now is implementation, which requires collective responsibility from all stakeholders for quality service delivery,” Urombi said.

Nebbi Deputy Chief Administrative Officer Mulluta Mugaga attributed the increase in the district budget to revised Indicative Planning Figures (IPFs) from the central government.

“The increase will cater for enhanced wages for traditional civil servants, pension and gratuity among other priorities,” Mugaga said.

He added that the district would prioritise economic and social infrastructure development while strengthening accountability and service delivery mechanisms.

District leaders pledged to focus implementation on critical sectors including education, healthcare and administrative efficiency.

The budget session also marked the end of the current council term, with outgoing councillors awarded certificates in recognition of their service to the district.
