Kampala, Uganda: President Yoweri Kaguta Museveni has appointed Moses Kazibwe Kawumi as the new Deputy Chief Justice of Uganda in fresh changes within the country’s Judiciary. The President also appointed Agnes Alum as the new Chief Registrar of the Judiciary.
Justice Kazibwe Kawumi’s name has already been forwarded to Parliament for vetting and approval before he formally assumes office as the second-highest judicial officer in the country.
The appointment marks another major milestone in the long judicial career of Justice Kazibwe, who has steadily risen through Uganda’s Judiciary over the years from legal practice to the High Court and later the Court of Appeal.
Before his latest appointment, Justice Kazibwe Kawumi was serving as a Justice of the Court of Appeal/Constitutional Court, one of the country’s highest judicial benches.
Judiciary records published in 2025 list him among the serving justices of the Court of Appeal alongside senior judicial figures, including Justices Geoffrey Kiryabwire, Irene Mulyagonja and Christopher Gashirabake.
Justice Kazibwe Kawumi’s rise within the Judiciary has been gradual and extensive.
He first gained prominence as a legal practitioner in private practice through his law firm, Kazibwe Kawumi & Company Advocates and Tax Consultants, before transitioning into judicial service.
In 2016, President Museveni appointed him among a group of new High Court judges approved by Parliament.
Over the years, he served in different judicial assignments, including as Resident Judge in Mubende, where he presided over several court sessions and judicial inspection activities.
In 2024, Justice Kazibwe Kawumi was elevated to the Court of Appeal/Constitutional Court as part of broader judicial appointments aimed at strengthening the Judiciary and reducing case backlog.
He was among judges formally introduced to President Museveni during a Judiciary function at State House in May 2024 following his elevation to the appellate bench.
The Court of Appeal also doubles as the Constitutional Court in Uganda, handling constitutional petitions and appeals from the High Court.
As Deputy Chief Justice, Kazibwe Kawumi will deputise Chief Justice Dr Flavian Zeija and oversee operations of the Court of Appeal and Constitutional Court.
The office of Deputy Chief Justice is one of the most influential positions in Uganda’s justice system, supervising appellate judicial work and helping shape constitutional jurisprudence in the country.
The appointments come at a time when the Judiciary continues implementing reforms aimed at improving access to justice, reducing case backlog and strengthening alternative dispute resolution mechanisms.
The 12th Parliament, which is being sworn in this week, is expected to begin the vetting process for Justice Kazibwe Kawumi before his official swearing-in.
