Kamuli, Uganda: Newly sworn-in Kamuli District Local Council V Chairperson Kaloli Dhizaala has pledged to restore public confidence in the district’s corruption-hit institutions, revamp community service initiatives and strengthen accountability during his tenure.
Dhizaala made the remarks on Thursday while delivering his inaugural speech shortly after taking oath before Kamuli Chief Magistrate Paul Owino Abdonson at the district headquarters.
The new district chairperson said his administration would focus on rebuilding hope, strengthening grassroots participation and restoring trust in public service delivery.
“My tenure of office will be ‘Kisanja Restore Hope, Build Communities, and it will be field-based, not office desk work, because this office belongs to the local people who entrusted us,” Dhizaala said.
“We come to serve with passion, commitment and indebtedness to the voters for the trust they have given us. We remain committed to our flagship programme of Bulungi Bwansi, community engagement and collective accountability,” he added.

Crackdown on corruption
Dhizaala particularly singled out the District Service Commission, which has previously faced allegations of corruption and bribery in recruitment processes.
He promised to appoint a credible commission urgently to ensure recruitment of staff before the close of the financial year and fill existing service delivery gaps. “Today marks the end of buying jobs, the birth of value for money and accountable leadership,” he declared.
The district boss warned both job seekers and officials against engaging in bribery during recruitment processes. “Nobody should offer bribes because both the giver and receiver will be charged,” he warned.
Dhizaala also challenged civil servants to embrace professionalism, ethical conduct, proper time management and accountability in public service.
He said his administration would prioritise efficient resource utilisation and discourage what he described as “allowance-based technocrats” in order to restore public trust in the district administration.

Magistrate warns leaders
Presiding over the ceremony, Chief Magistrate Paul Owino Abdonson reminded the newly elected leaders that taking oath was a serious legal and moral commitment.
“This is not merely a function and celebration but a legal commitment and confirmation of undertaking to execute duties faithfully,” Owino said.
“You are making a promise before the public, government and voters to serve without fear, favour or ill will, and there are consequences for violating that oath,” he added.
New district leadership unveiled
During the same sitting, councillors elected Kamuli Municipality Northern Division councillor Betty Mutesi as District Speaker. Former District Youth Chairperson Asuman Nololo was elected Deputy Speaker.
Dhizaala later unveiled his executive committee, appointing Peter Namuboneyo as Vice Chairperson, Brian Basimba as Secretary for Social and Community-Based Services, Justine Mpindi as Secretary for Works, Production and Technical Services and Former acting LCV Chairperson, Ms Sarah Sambya as Secretary for Administration, Finance and Planning.
Kamuli Chief Administrative Officer Ben Lawrence Marley officially handed over instruments of power to the new chairperson and pledged full cooperation from the district technical staff. “We are ready to work with the new leadership for the good of Kamuli District,” Marley said.
The colourful ceremony was attended by several district leaders, including Buyende District Chairperson Sharif Mangaraine, and was later followed by a luncheon at Bingo Arena.
