Kamuli, Uganda: Newly elected LCIII chairpersons and councillors from across Buzaya Constituency in Kamuli District have officially taken oath for a new five-year term, with district leaders urging them to prioritise accountability, infrastructure development and community service delivery.
The swearing-in ceremony was held on Wednesday, May 21, 2026, at Nawanyago Sub-county headquarters and was presided over by Kamuli Chief Magistrate Paul Owino.
The function attracted several district leaders, including Kamuli District Chairperson Kaloli Dhizaala, Resident District Commissioner (RDC) Rose Birungi, sub-county chiefs, town agents, councillors and supporters from different parts of the constituency.
Among the LCIII chairpersons sworn in were Silimani Wandegeya of Wankole Sub-county, Wilberforce Gwaivu of Mbulamuti Sub-county, Salimu Mupere Kidogwa of Kasambira Town Council and Moses Kapere of Bugulumbya Sub-county.
Addressing the newly elected leaders, RDC Rose Birungi challenged them to remain accountable to the communities that entrusted them with leadership responsibilities.
“As leaders, you are expected to be accountable to the people who elected you. Work together to develop your areas,” Birungi said.
Kamuli LCV Chairperson Kaloli Dhizaala, who recently assumed office on a reform-focused agenda targeting corruption, public trust and community engagement, urged the leaders to focus on improving key public infrastructure.
“Focus on roads, health centres and schools. These are the backbone of our community,” Dhizaala told the leaders.
The ceremony also highlighted challenges surrounding language and communication within local government proceedings after some councillors reportedly struggled to express themselves fluently in English during official sessions.
Some leaders and participants advised councillors to comfortably use Lusoga, the dominant local language in the area, especially during council debates and mobilisation activities.
One of the contestants for the Nawanyago Town Council Speakership position, Fredrick Katende, reportedly switched to Lusoga during his campaign after facing difficulties communicating in English.
Buzaya Constituency comprises 10 administrative units, including Mbulamuti Sub-county, Mbulamuti Town Council, Wankole Sub-county, Bugulumbya Sub-county, Kisozi Sub-county, Kisozi Town Council, Kasambira Town Council, Magogo, Nawanyago Town Council and Nawanyago Sub-county.
The swearing-in comes amid a broader transition across local governments in Busoga sub-region following the recent general elections that ushered in new district and sub-county leadership structures.
