FULL LIST: Museveni names new Cabinet, State Ministers for 2026–2031 term

Among the biggest changes is the appointment of Ambassador Adonia Ayebare as Minister of Foreign Affairs, replacing Gen Jeje Odongo, while lawyer Sam Mayanja takes over as Attorney General.

KAMPALA, Uganda: President Yoweri Museveni has officially unveiled Uganda’s new Cabinet and State Ministers for the 2026–2031 term, retaining several senior government figures while introducing fresh appointments and reshuffling key ministries.

The appointments, announced Tuesday evening under powers granted to the President by the Constitution, signal the beginning of a new government term under Museveni’s administration.

“By virtue of the powers given to the President of Uganda under Articles 108(1) and (2), 108A(1), 111(1), 113(1), and 114(1) of the 1995 Constitution of the Republic of Uganda, the following persons have been proposed for appointment as Vice President, Prime Minister, Cabinet Ministers, Ministers of State, and Senior Presidential Advisors,” Museveni wrote on his official X handle on Tuesday at exactly 8:01 pm.

In the released cabinet list, Mr Museveni maintained Vice President Jessica Alupo and Prime Minister Robinah Nabbanja in their positions, as well as First Lady Janet Kaguta Museveni as Education Minister, in her continued absence from the public scene.

Among the biggest changes is the appointment of Ambassador Adonia Ayebare as Minister of Foreign Affairs, replacing Gen Jeje Odongo, while lawyer Sam Mayanja takes over as Attorney General.

Former Defence Minister Jacob Oboth Oboth, who was elected Speaker of Parliament on Monday, exits Cabinet alongside several senior figures shifted into advisory and diplomatic roles.

In another notable development, businessman Sanjay Tanna has been appointed Minister of Trade, Industry and Cooperatives, while Lt Gen Henry Tumukunde makes a comeback as Minister of Gender, Labour and Social Development.

Health Minister now has a new face in Dr Chris Baryomunsi, while the former Health Minister, Dr Jane Ruth Aceng, moves to the ICT and National Guidance docket, which Baryomunsi held.

Meanwhile, former Minister for Northern Uganda affairs, Dr Kenneth Omona, exits the cabinet and has been transferred to the diplomatic service and is expected to be appointed ambassador.

The new Cabinet reflects a mixture of political loyalty, technocratic reshuffling, military influence and regional balancing as Museveni begins another five-year term under what he has recently branded “Term No Sleep.”
