Muganga pledges humility, hard work as Internal Affairs State Minister

KAMPALA, Uganda: Newly appointed State Minister for Internal Affairs, Prof Dr Lawrence Muganga, has spoken out for the first time following his appointment to President Yoweri Museveni’s 2026–2031 Cabinet, describing the opportunity as “a great honour” and pledging to serve Uganda with humility, honesty and dedication.

He replaces Gen David Muhoozi and will work under the new Internal Affairs, Prof Ephraim Kamuntu who replaces Gen Kahinda Otafiire, the latter moving to Ministry of Water and Environment.

In a statement on Wednesday morning, Dr Muganga thanked Museveni for entrusting him with the sensitive security and governance docket, saying he fully understands the magnitude of the responsibility placed upon him.

“With a grateful heart, I sincerely thank His Excellency President Yoweri Museveni for appointing me Minister of State for Internal Affairs. It is a great honour, and one I do not take lightly,” Muganga stated.

The Victoria University Vice Chancellor said the appointment carries the expectations of millions of Ugandans and emphasised that his focus will be on protecting peace, strengthening security and serving the country diligently.

“I understand just how big this responsibility is. Behind this appointment stand the hopes of millions of Ugandans, the safety of our communities, and the future of a country that continues to grow stronger under His Excellency’s leadership,” he added.

Muganga pledged to approach the role with humility and a strong sense of duty, promising to work tirelessly in service of the country.

“I promise to work hard, to act with honesty, and to give my very best every single day. My focus will be simple and clear: to help keep our people safe, to protect peace in our country, and to serve Uganda with all the energy and care I have,” he said.

“Your Excellency, thank you. Thank you for believing in me. Thank you for this chance to serve. By God’s grace, I will work hard to prove that this trust was well placed,” he concluded.

Muganga’s appointment is expected to mark a transition from academia and education leadership into frontline national politics and internal security governance.

The Internal Affairs ministry oversees immigration, national identification systems, citizenship affairs, prison administration and coordination of internal security agencies.
