KAMPALA, Uganda: President Museveni’s newly unveiled 2026–2031 Cabinet saw a number of state ministers elevated to full cabinet positions, signalling both reward for loyalty and recognition of performance within government.
Unlike other appointments involving reshuffles between senior portfolios, this category specifically focuses on ministers who served at junior ministerial level in the outgoing 2021–2026 government but have now crossed into Uganda’s top decision-making Cabinet table.
Below are the notable politicians who have risen from State Minister positions to full Cabinet ministers.
Sam Mayanja – From State Minister for Lands to Attorney General

Sam Mayanja’s political journey has been shaped by decades of legal activism, constitutional debate and involvement in Uganda’s land governance politics.
A trained lawyer and outspoken public intellectual, Mayanja became nationally prominent through his strong views on constitutionalism, Buganda Kingdom affairs and land reforms. His sharp legal commentary and aggressive defence of government positions steadily increased his visibility within the ruling NRM establishment.
President Museveni brought him into Cabinet as State Minister for Lands, Housing and Urban Development, where he became one of government’s most vocal figures on land fraud, illegal evictions and bibanja disputes.
Despite attracting criticism from Buganda Kingdom loyalists and opposition politicians, Mayanja remained politically relevant through his loyalty to Museveni’s governance agenda.
In the new Cabinet, Museveni promoted him to Attorney General, replacing the now Defence Minister delegate, Mr Kiryowa Kiwanuka.
Henry Musasizi – From State Minister to Finance Minister

Henry Musasizi Ariganyira’s rise has largely been driven by his technocratic credentials and financial management background.
Born in Rubanda District, Musasizi trained as an accountant after studying at Makerere University and later Heriot-Watt University in Scotland.
Before frontline politics, he worked with organizations including Caritas Kabale Diocese and AMREF. He later entered Parliament in 2011 as Rubanda East MP under the NRM ticket.
His strong understanding of budgeting and public finance saw him rise through Parliament’s Finance Committee structures before Museveni appointed him State Minister for Finance in charge of General Duties in 2021.
In that role, Musasizi handled budget implementation and fiscal coordination matters, gradually becoming one of the most trusted technocrats within the Finance ministry.
Museveni has now elevated him to full Minister of Finance, Planning and Economic Development, replacing veteran minister Matia Kasaija, who did not make a return to the cabinet.
Balaam Barugahara – From Youth Minister to Local Govt Minister

Balaam Barugahara Ateenyi built his public profile as an events promoter, celebrity manager and businessman before formally entering politics.
Known for organizing concerts and mobilizing urban youth support for the NRM, Balaam gradually transformed from entertainment entrepreneur into a key political mobiliser closely associated with President Museveni and ruling party structures.
Museveni later appointed him State Minister for Youth and Children Affairs, where he focused on youth empowerment campaigns, patriotism activities and political mobilization.
Although his appointment initially generated debate because of his entertainment background, supporters argued that his influence among young people made him politically valuable to the ruling establishment.
Museveni has now elevated Balaam to full Minister for Local Government, marking one of the most dramatic political rises in the new Cabinet.
Fred Byamukama – From State Minister to Minister of Works and Transport

Fred Byamukama’s political rise has been closely tied to his healthcare and military background.
Born in Kakumiro District, Byamukama trained in anaesthesia and nursing before later serving in the Uganda People’s Defence Forces. He entered Parliament in 2021 after winning the Bugangaizi West parliamentary seat under the NRM banner.
Soon after, Museveni appointed him State Minister for Works and Transport, making him one of the younger ministers in government. Within the ministry, Byamukama became involved in supervision of infrastructure and transport projects across the country.
Museveni has now promoted him to full Minister of Works and Transport in the 2026 Cabinet.
Generational Transition in Cabinet
Political observers say Museveni’s decision to elevate former State Ministers reflects a deliberate strategy to gradually transition power toward younger technocrats, mobilisers and politically dependable cadres.
Most of the promoted ministers remained highly visible during the 2021–2026 term, either through policy implementation, grassroots mobilization or defense of government positions in politically sensitive sectors.
The promotions also come as several long-serving senior ministers exited Cabinet following the latest reshuffle.
