Entebbe, Uganda: President Museveni on Monday presided over the swearing-in of 78 Cabinet Ministers and Ministers of State at State House Entebbe, officially ushering in a new administration tasked with implementing the government’s agenda for the 2026–2031 term.
The ceremony marked the formal assumption of office by members of the Executive following their recent approval by Parliament’s Appointments Committee.
Guided by the Head of Public Service and Secretary to Cabinet, Ms Lucy Nakyobe Mbonye, the ministers took both the Oath of Allegiance and the Oath of Minister, committing themselves to uphold the Constitution, serve Uganda faithfully, and advise the President in the execution of his duties.
President Museveni, in brief remarks, congratulated the new ministers and wished them success in executing their responsibilities. “Here, I just congratulate you and wish you good luck,” the President said.
The ceremony was attended by senior government officials, including Speaker of Parliament Rt Hon Jacob Marksons Oboth-Oboth, Chief Justice Dr Flavian Zeija, heads of security agencies, permanent secretaries, judicial officers, family members and friends of the ministers.
Five Ministers Miss Swearing-in Ceremony
Despite the large turnout, five appointed ministers were absent from the swearing-in ceremony.
While government did not immediately disclose all the names of the missing ministers, Ms Nakyobe revealed that one of them was indisposed, while the status of the other four had already been communicated to President Museveni.
“The four, as per your directive, the Solicitor General and I interfaced with them over the weekend, and a brief has been made and handed over to the PPS this morning, for your further guidance,” Nakyobe said.
The absence of some ministers is expected to generate public interest, particularly following recent attention surrounding some appointments and vetting processes.
Ministers to Undergo Induction
Nakyobe informed the new ministers that government has organized an induction programme scheduled for June 14–23, 2026, at the National Leadership Institute (NALI), Kyankwanzi.
The orientation will cover Cabinet procedures, government structures, policy implementation systems, public service operations, and ministerial responsibilities. “As the Head of Public Service and Secretary to Cabinet, I would like to assure you that the Public Service stands ready to support you in the execution of your responsibilities,” Nakyobe said.
She urged ministers to embrace teamwork, collective responsibility and constructive engagement with technocrats to ensure efficient service delivery.
The swearing-in follows President Museveni’s announcement of his Cabinet on May 26, 2026, in which he retained several experienced ministers while bringing in new faces across various ministries.
The Cabinet is expected to spearhead implementation of the NRM government’s priorities, including wealth creation, industrialization, infrastructure development, job creation, digital transformation, and the country’s transition towards high middle-income status.
