Kaliro, Uganda: A beneficiary of the Parish Development Model (PDM) in Kaliro District has transformed a Shs1 million government investment into a thriving poultry enterprise, earning daily income and expanding into livestock farming.

The success story was documented during a monitoring and impact assessment exercise conducted by the Office of the National Chairman (ONC) Coordinator for Kaliro District, Mr. Wabwire Andrew, alongside the Kasokwe Parish Chief, Ms. Kaseha Eve.

The team visited Ms. Kyoyagala Edisa, a resident of Kasokwe Trading Centre Village in Kasokwe Parish, whose journey under the Parish Development Model is emerging as one of the standout examples of grassroots wealth creation in the district.

Upon arriving at her home, the monitoring team was welcomed by dozens of healthy hens roaming around the compound, a visible sign of a project that has steadily grown since receiving government support.

Ms. Kyoyagala received Shs1 million under the PDM programme in 2025 and immediately invested the funds into poultry farming.

According to her, Shs500,000 was used to purchase chicks, while the remaining funds were invested in poultry feeds and the construction of a temporary shelter for the birds.

Today, her poultry project focuses on both egg and meat production, creating a reliable source of income for her household.

Through regular egg sales at Kasokwe Trading Centre, she now earns approximately Shs7,000 every day. The earnings, though modest, have significantly improved her quality of life and enabled her to make additional investments.

“Before PDM, I had ideas but lacked the capital to start. The money helped me take the first step and now I can earn income every day,” Ms. Kyoyagala said.

Expanding Beyond Poultry

The success of the poultry project has allowed Kyoyagala to diversify her income streams. Using proceeds generated from egg sales and savings from the business, she has purchased two goats, one of which is currently expecting offspring.

The expansion marks another milestone in her journey from subsistence living to asset accumulation. She says the additional livestock will further strengthen her household’s economic stability and provide future income opportunities.

ONC Coordinator Wabwire Andrew and Kasokwe Parish Chief Kaseha Eve interact with PDM beneficiary Kyoyagala Edisa during a monitoring visit to her poultry project in Kasokwe Parish, Kaliro District.

During the visit, Ms. Kyoyagala encouraged fellow beneficiaries to utilise PDM funds responsibly and avoid diverting the money to non-productive activities.

She attributed her success to discipline, hard work and determination. “Transformation starts with you. No one is coming to rescue you. If I was not determined, I wouldn’t have managed this project,” she said.

Her message echoes the government’s broader objective of ensuring that PDM funds serve as a catalyst for sustainable household income generation rather than short-term consumption.

Leaders Commend Beneficiary

Kasokwe Parish Chief Ms. Kaseha Eve praised Ms. Kyoyagala for demonstrating how government funds can be effectively utilised to create wealth. She encouraged the beneficiary to continue expanding the project and remain focused on long-term growth.

“She has shown that when beneficiaries invest wisely, government programmes can transform livelihoods. We encourage her to keep growing the enterprise,” Ms. Kaseha said.

The ONC Coordinator for Kaliro District, Mr. Wabwire Andrew, also commended Ms. Kyoyagala’s entrepreneurial spirit and commitment. He noted that her progress serves as an inspiration to other beneficiaries across the district.

“Her success is not only benefiting her household but is also encouraging other community members to embrace wealth creation initiatives. She is sharing valuable lessons and practical knowledge that can help transform more families,” Mr. Wabwire said.

PDM Changing Lives

The Parish Development Model remains one of the government’s flagship poverty alleviation programmes aimed at moving households from subsistence production into the money economy.

By providing affordable capital directly to beneficiaries at parish level, government hopes to stimulate entrepreneurship, boost household incomes and accelerate socio-economic transformation.

For Ms. Kyoyagala, the programme has already delivered results. What started as a Shs1 million investment has evolved into a growing poultry enterprise, daily income, livestock ownership and renewed hope for a better future.

Her story stands as another example of how targeted government interventions, combined with individual determination and accountability, can create meaningful change at the grassroots level.
