Kampala, Uganda: The Office of the National Chairman (ONC), under the leadership of Senior Presidential Advisor and Political Assistant to the President, Hajjat Hadijah Namyalo Uzeiye, is playing an increasingly central role in strengthening the implementation of the Parish Development Model (PDM), President Museveni’s flagship wealth creation programme aimed at transforming households from subsistence to commercial production.
Through a network of district ONC coordinators deployed across the country, the office has established a real-time monitoring and reporting system that tracks beneficiary selection, fund disbursement, project implementation, and progress at the grassroots level.
The initiative is designed to bridge the gap between government policy and community impact by ensuring that PDM resources reach intended beneficiaries while promoting transparency, accountability, and effective service delivery.
Accelerating Access to PDM Opportunities
District ONC coordinators work closely with local leaders and communities to monitor the implementation of PDM activities and ensure that eligible beneficiaries, particularly women, youth, subsistence farmers, and vulnerable groups, are not left behind.
Their oversight role enables faster identification of challenges affecting programme implementation and supports timely intervention where necessary.
Officials say this approach has enhanced access to the UGX 1 million PDM revolving fund, enabling more households to invest in income-generating activities and participate in the money economy.

Driving Household Wealth Creation
Across different regions of Uganda, beneficiaries of the programme are reportedly investing in livestock rearing, poultry farming, crop production, retail businesses, and value-addition enterprises.
The programme continues to support households transitioning from subsistence farming to commercial production, contributing to improved household incomes and greater financial inclusion.
According to ONC officials, real-time field reporting helps identify success stories, monitor project performance, and provide feedback that can inform future interventions.
Strengthening Accountability and Transparency
One of the key pillars of the ONC’s involvement in PDM implementation is the emphasis on accountability. Through regular field monitoring and reporting mechanisms, district coordinators provide updates directly to ONC headquarters, allowing emerging issues to be addressed promptly.
The system has strengthened oversight of public resources while promoting greater confidence among beneficiaries and local communities.
Officials say the feedback loop has also enhanced evidence-based decision-making and improved coordination between government structures involved in programme implementation.
Beyond financial support, ONC coordinators continue to encourage beneficiaries to embrace entrepreneurship, productivity, and commercial agriculture. The initiative also supports community sensitization efforts aimed at promoting positive attitudes towards wealth creation and self-reliance.
Women and youth groups in various districts have particularly benefited from capacity-building engagements, mentorship initiatives, and opportunities linked to government empowerment programmes.
Supporting the President’s Wealth Creation Agenda
The Parish Development Model remains one of the government’s key interventions for achieving socio-economic transformation and reducing household poverty.
Under Hajjat Namyalo’s stewardship, the ONC has positioned itself as an active partner in supporting the successful implementation of the programme through grassroots mobilization, monitoring, and community engagement.
Officials maintain that effective supervision, continuous community involvement, and accountability mechanisms remain critical in ensuring that PDM achieves its intended objective of improving household incomes and transforming livelihoods across Uganda.
As implementation continues nationwide, the ONC says it remains committed to supporting President Museveni’s vision of inclusive wealth creation and sustainable socio-economic development, one parish at a time.
