Kalungu CAO, CFO among four remanded over Shs531m school renovation scandal

Kampala, Uganda: The Anti-Corruption Court has remanded four senior Kalungu District officials to Luzira Prison over allegations of causing a financial loss of more than Shs531 million to the Government of Uganda through irregularities in school renovation projects.

Chief Magistrate Peter Fred Lochomin on Monday ordered the officials to remain on remand until July 10, 2026, when they will return to court for mention of the case.

The accused include Rose Nalumansi, the interdicted Chief Administrative Officer (CAO), Biggwa Ismail Twaha, the Chief Finance Officer (CFO), Sylvia Grace Nakanwagi, the District Education Officer (DEO), and James Muhangi, the Acting District Engineer.

The quartet was arrested by the Inspectorate of Government (IGG) and arraigned before the Anti-Corruption Court on charges related to causing financial loss, embezzlement, abuse of office, money laundering, and neglect of duty.

According to state prosecution, the officials, while serving in their respective capacities during the 2024/2025 Financial Year, allegedly failed to effectively supervise, verify, and monitor the renovation of selected schools under Kalungu District Local Government.

Investigators contend that the officials either knew or ought to have known that their actions and omissions would result in financial loss to government.

Court documents indicate that the alleged negligence resulted in a loss of Shs531,596,368 to the Government of Uganda.

The prosecution further argues that the accused failed to exercise their statutory responsibilities in overseeing public works, leading to significant financial and administrative setbacks for the district.

The case forms part of ongoing efforts by the Inspectorate of Government to crack down on corruption, abuse of office, and mismanagement of public funds within local governments and other public institutions.

The IGG says the prosecution demonstrates its commitment to promoting accountability and ensuring that public officials entrusted with managing government resources are held responsible for their actions.

The four officials will remain in custody at Luzira Prison pending further court proceedings.
