Kampala City, Uganda: President Museveni has appointed State Minister for Higher Education Dr John Chrysostom Muyingo as Acting Minister of Education and Sports, entrusting the veteran educationist and cabinet minister with the leadership of one of Uganda’s most critical government portfolios.
The appointment, made under Article 99(1) of the Constitution of the Republic of Uganda, takes immediate effect.
“In exercise of the powers vested in the President under Article 99(1) of the Constitution of the Republic of Uganda, H.E. Yoweri Kaguta Museveni has appointed Hon. John Chrysostom Muyingo as the Acting Minister of Education and Sports in the absence of a substantive Minister,” the State House statement reads.
Muyingo, who recently retained his position in the new Cabinet for a third term running, is expected to oversee the ministry in an acting capacity as First Lady and substantive Minister of Education and Sports, Janet Kataaha Museveni, remains away from official duties.
The latter has served as Education Minister since June 2016, making her one of the longest-serving occupants of the docket.
The appointment makes Muyingo the latest cabinet minister assigned additional responsibilities by President Museveni as government operations continue across key ministries.
Other pending ministries include: State Minister for Foreign Affairs – International relations (pending confirmation of David Calvin Echodu), State Minister for Internal Affairs (pending Lawrence Muganga confirmation), and State Minister for Microfinance, with Shartsi Kuteesa Musherure also pending.
Veteran Education Administrator
JC Muyingo is widely regarded as one of Uganda’s most experienced education administrators and policymakers.
Before joining national politics, he built his reputation in the education sector as a teacher, school administrator and proprietor. He is associated with the growth of the Seeta High Schools network, one of Uganda’s leading private education institutions, and previously served in the Buganda Kingdom government as Minister for Education, where he earned recognition for his performance.
His public service career at the national level began when he entered Parliament as Member of Parliament for Bamunanika County in Luweero District.
In 2015, President Museveni appointed him State Minister for Primary Education before later transferring him to the Higher Education docket in 2016, a position he has held for nearly a decade.
Throughout his tenure, Muyingo has been a key figure in implementing education reforms, supervising universities and tertiary institutions, promoting technical and vocational education, and overseeing higher education policy.
He has also frequently represented Janet Museveni at national education functions, graduation ceremonies and official government engagements, making him one of the most visible faces of the ministry.
As Acting Minister, Muyingo is expected to supervise ongoing implementation of government education programmes, curriculum reforms, school inspections, higher education management and sports development initiatives.
