Kampala, Uganda: President Museveni on Monday chaired the first Cabinet meeting of his newly constituted government, formally launching the implementation of the National Resistance Movement (NRM) administration’s development agenda for the 2026–2031 term.
The inaugural Cabinet session comes three weeks after President Museveni and his new administration were sworn into office and follows a 10-day Cabinet Induction Retreat held at the National Leadership Institute (NALI), Kyankwanzi, where ministers were oriented on government priorities, leadership principles, public service ethics and the strategic direction of the new administration.
The retreat, officially opened by the President on June 15, was intended to equip both newly appointed and returning ministers with a shared understanding of the government’s policy direction while aligning them with the NRM’s development agenda for the next five years.
The meeting marked the official commencement of collective government business under President Museveni’s new administration following his swearing-in for another constitutional term earlier this year.
The Cabinet is expected to spearhead implementation of key government priorities outlined during the recent budget presentation, including wealth creation, agro-industrialisation, value addition, infrastructure development, digital transformation, job creation, industrialisation and continued implementation of flagship programmes such as the Parish Development Model (PDM), Emyooga and the Fourth National Development Plan (NDP IV).
Government is also expected to focus on improving service delivery, strengthening domestic revenue mobilisation, expanding Uganda’s export base and advancing the country’s long-term ambition of transforming into a tenfold-growth economy under Vision 2040.
Under Article 111 of the Constitution of the Republic of Uganda (1995, as amended), Cabinet comprises the President, Vice President, Prime Minister and such number of ministers as the President considers necessary for the efficient running of the State.
Uganda’s current 83-member Cabinet has been tasked with implementing government programmes and delivering on the administration’s priorities throughout the 2026–2031 term.
Monday’s Cabinet meeting brought together the country’s top political leadership, including Vice President Maj. (Rtd) Jessica Alupo, Prime Minister Rt. Hon. Robinah Nabbanja, the Deputy Prime Ministers, Government Chief Whip Dr. Jane Ruth Aceng, Cabinet ministers, Ministers of State, and senior government officials.
Also in attendance were NRM Secretary General Richard Todwong, Permanent Secretaries from various ministries, Kampala Capital City Authority (KCCA) Executive Director Hajjat Sharifah Buzeki, and the Senior Presidential Advisor on Defence and Security Affairs, Lt. Gen. Proscovia Nalweyiso.
