Kampala, Uganda: President Museveni has promoted 11 senior officers of the Uganda Prisons Service (UPS) in the latest appointments aimed at strengthening leadership within the correctional institution.
The appointments, announced in Service Orders Part II No. 07/2026 issued by the Commissioner General of Prisons Can. Dr. Johnson Byabashaija took effect on July 1, 2026.
According to the service orders, the promotions were made by President Museveni under Article 172(1) of the Constitution of the Republic of Uganda and Section 10(c) of the Prisons Act, 2006, acting on the advice of the Prisons Authority.
Five officers were promoted to the rank of Senior Commissioner of Prisons (SCP). They are Aliyo Naatukunda, Geraldine Prossy Najjuma, Stephen Lugonda, James Emotu, and Moses Ssentalo.
Another six officers were elevated to the rank of Commissioner of Prisons (CP). They include Godwin George Lenga, Fred Kajjubi Kayongo, James Cockers Okirore, Francis Xavier Elubu, Mary Centinary, and Christine Peace Babirye.
In the service orders, Commissioner General Can. Dr. Byabashaija congratulated the promoted officers and challenged them to uphold professionalism while executing their duties.
“Congratulations to all who have earned the promotion. I urge you to work even harder and maintain the highest standards of professionalism,” the Commissioner General said.
The promotions come as the Uganda Prisons Service continues implementing institutional reforms aimed at enhancing correctional services, strengthening rehabilitation programmes, improving prison management, and supporting national development initiatives, including commercial agriculture and vocational skills training.
The appointments are expected to bolster the senior leadership of the Uganda Prisons Service as it executes its constitutional mandate of safe custody, rehabilitation and reintegration of offenders.
