Pallisa ushers in new CAO Ofwono as Majeme bids farewell

In his farewell remarks, Majeme reflected on his tenure in Pallisa and urged public servants to remain professional in the execution of their duties, emphasizing that disagreements in the workplace should never be taken personally.

Pallisa, Uganda: Pallisa District welcomed Mr. Emmanuel Ofwono as its new Chief Administrative Officer (CAO) on Thursday, replacing Mr. Alex Felix Majeme, who has been transferred to Oyam District under the Ministry of Local Government’s routine administrative postings.

The handover ceremony, held at the Pallisa District Council Chambers, brought together political leaders, technical staff and government officials to bid farewell to Majeme while ushering in Ofwono, who previously served as the Chief Administrative Officer of Namutumba District.

In his farewell remarks, Majeme reflected on his tenure in Pallisa and urged public servants to remain professional in the execution of their duties, emphasizing that disagreements in the workplace should never be taken personally.

“Disagreements are sometimes part of leadership and service delivery. They should not be viewed as personal conflicts. When supervising staff, enforcing standards and ensuring quality services, differences will arise. Keep them professional and focused on results,” Majeme said.

He described Pallisa’s technical team as hardworking and committed, saying they possess the capacity to deliver quality public services when adequately supported.

Majeme also thanked the district’s political leadership for the cooperation extended to him during his tenure, noting that a strong working relationship between the political and technical arms of government had contributed significantly to service delivery in the district.

He appealed to staff and stakeholders to accord the same support to his successor to ensure continuity in implementing government programmes.

Taking over office, Mr. Emmanuel Ofwono pledged to build on the foundation laid by his predecessor and promised to promote teamwork, accountability and results-oriented leadership.

Ofwono, who was accompanied by members of the technical team from Namutumba District, noted that both he and Majeme rose through similar career paths, having previously served as Deputy Chief Administrative Officers before their appointments as CAOs.

“If you are an angel, it will not take long before I know that you are an angel. If you are a devil, it will also not take long before I know that you are a devil. Let us simply do our work,” Ofwono said.

He said his leadership would be guided by performance rather than rumours and called on district staff, political leaders and the public to work together in the interest of effective service delivery.

“Let us work together in a spirit of cooperation, respect and commitment to service delivery,” he added.

Pallisa District LCV Chairperson Hon. Ben Okiria urged leaders and civil servants to unite behind the new CAO, saying cooperation between the political and technical leadership is critical to the district’s development agenda.

“As politicians, we commit to work in harmony with the technical team based on results for the achievement of the five-year development plan. I am certain Mr. Ofwono comes with new innovations to supplement the strong foundation left by Mr. Majeme. Our duty now is to unite, support the new CAO and keep our eyes on service delivery for the people of Pallisa,” Okiria said.

The Resident District Commissioner, Mr. Dhikusooka Magid, commended Majeme for his service to the district and challenged public servants to uphold discipline, integrity and accountability.

“As the Office of the President, with the modified slogan of ‘No More Sleep and Corruption’, I shall never tolerate any misconduct in the implementation of government programmes that have earned the NRM the trust of the people,” Dhikusooka said.

During the ceremony, Joseph Okello observed that Pallisa has experienced frequent changes in its chief administrative leadership, noting that the district has now had five Chief Administrative Officers in five years.

He recalled that since 2021, when former LCV Chairperson Patrick Duchu assumed office, the district has been served successively by Esau Ekacelan, Donation Oola Olam, Fred Byenkwaso, Alex Felix Majeme, and now Emmanuel Ofwono.

The latest transition comes as Pallisa begins a new administrative chapter under its recently elected political leadership, with stakeholders expressing optimism that closer collaboration between the technical and political wings will accelerate service delivery and district development.
