Kampala, Uganda: President Museveni has appointed former Kampala Capital City Authority (KCCA) Acting Executive Director Eng. Andrew Kitaka as Chairperson of the National Building Review Board (NBRB), placing the veteran civil engineer at the helm of Uganda’s top building regulatory body.
His appointment was approved during the Second Cabinet Meeting of 2026 held on Monday at State House Entebbe, alongside the appointment of seven other members to the Board, according to Cabinet decisions released by the Uganda Media Centre.
Kitaka brings decades of experience in civil engineering, urban infrastructure and public sector management.
He previously served as Director of Engineering and Technical Services at KCCA, where he supervised major road construction projects, drainage improvements and urban infrastructure development across Kampala.
In December 2018, Kitaka was appointed Acting Executive Director of KCCA following the interdiction of Jennifer Musisi, serving in the role until 2020 before later returning to his substantive engineering position.
In October 2020, he voluntarily resigned from the Authority, ending a long career during which he played a central role in implementing Kampala’s infrastructure modernisation programme.
Kitaka’s appointment to the National Building Review Board marks his return to public leadership in one of Uganda’s most critical technical oversight institutions. He assumes office at a time when Uganda continues to grapple with recurring incidents of building collapses, illegal developments and substandard construction, particularly in rapidly urbanising areas.

The newly constituted Board will oversee the implementation of the Building Control Act, coordinate building control activities nationwide, and ensure that construction projects comply with approved engineering, architectural, and public safety standards.
Background
The National Building Review Board was established under the Building Control Act, 2013 to regulate and coordinate building control activities in Uganda. The Board was created following increasing concerns over unsafe construction, unregulated developments and repeated building collapses, particularly in urban centres. It works closely with local governments, engineers, architects and developers to enforce compliance with national building standards and promote public safety.
