Police clarify viral Mbuya eviction, say operation followed lawful court order

KMP Spokesperson SP Racheal Kawala says the July 13 eviction was carried out in lawful execution of a court order arising from a civil dispute over the ownership and possession of the property.

Kampala, Uganda: Police have dismissed allegations circulating on social media that officers illegally evicted a woman from her property in Mbuya, maintaining that the operation was conducted pursuant to a valid High Court order and that its role was limited to maintaining law and order.

The clarification follows the circulation of a viral video in which a woman alleged that police officers had unlawfully evicted her from property located at Plots 55 and 56, Ismael Road, Mbuya, in Kampala.

In a statement issued on Tuesday, Kampala Metropolitan Police (KMP) spokesperson SP Racheal Kawala said the eviction was carried out on Monday, July 13, 2026, following the execution of a lawful court order arising from a civil dispute over the ownership and possession of the property.

According to police, the High Court delivered judgment in the matter on February 28, 2024, declaring the rightful owner of the property and ordering that vacant possession be granted.

Police said that after earlier attempts to enforce the judgment proved unsuccessful, a valid warrant of execution was issued and remained in force when the eviction was undertaken.

“The eviction was carried out on 13th July 2026 at Plots 55 and 56, Ismael Road, Mbuya, following a lawful court process arising from a civil dispute over the ownership and possession of the property,” SP Kawala said.

She explained that the eviction was conducted by court-authorised officers, while officers attached to Jinja Road Police Division were deployed solely to maintain peace and ensure the court process was executed without disruption.

“The exercise was carried out by court-authorised officers, while police officers from Jinja Road Division were deployed to maintain law and order and ensure that the court process was executed peacefully and in accordance with their mandate,” she added.

Police further stated that during the operation, Agaba Prossy, who was found at the premises, allegedly became hostile and assaulted the officer leading the police team.

She was subsequently arrested and charged with offences arising from the incident.

The Force also dismissed allegations that police participated in demolishing structures on the disputed property.

“The Uganda Police Force further clarifies that no demolition of the property was carried out in the presence of the police team. The structures on the land remained intact at the time police concluded their role in maintaining order during the execution process,” SP Kawala said.

Police emphasized that their involvement was strictly limited to providing security during the execution of the court order and not determining ownership of the property or carrying out demolitions.

The Force advised any person dissatisfied with the execution of the court order to seek legal redress through the appropriate judicial channels rather than directing blame at officers performing their lawful duties.

The statement comes amid increasing public scrutiny of evictions across the country, with police frequently emphasizing that their role during court-sanctioned property recoveries is to preserve peace and prevent breaches of public order while court-appointed officials execute lawful orders.
