Museveni summons crisis meeting over contract renewal of KCCA top bosses

KAMPALA, UGANDA: President Museveni has directed the Senior Presidential Private Secretary (PPS) Dr Kenneth Omona to call an emergency meeting over the pending renewal of contracts of the top three directors at Kampala Capital City Authority (KCCA).

The directive comes at the time when the Authority’s Executive Director Ms Kisaka, her deputy Eng David Luyimbazi and the Director of Administration and Human Resources Ms Grace Akullo will have their contracts expire by Sunday, July 23, as the mandated three-year term comes to an end.

This publication has learnt that the President on Thursday met with Kisaka, and discussed the current crisis at the City Hall.

A source that tipped this publication on the snippets of the crisis meeting said that Mr Msueveni directed that the affected parties be joined by ministers in charge of KCCA and metropolitan areas, and the chairperson of the Public Service Commission to ensure that there’s no vacuum at the City Hall.

Ms Kisaka on Wednesday, July 19, wrote to the Kampala Minister, Hon Kabuye Kyofatogabye, a letter which was also copied to the RCC Hajjati Minsa Kabanda, seeking her endorsement for the KCCA top job.

Kisaka in the multi-paged letter informed the minister who is her direct supervisor that she had forwarded all the relevant documents, including a narrative of achievements, challenges, planned activities and a summary performance for the Financial Year 2020/21 to Financial Year 2022/23.

“I thank you for your continued guidance and support in your supervision role and further humbly seek your endorsement for contract renewal,” Kisaka said in the letter, a copy of which this website has seen.

When contacted last week, Minister Kyofatogabye, said the three KCCA directors’ contracts renewal won’t be done on time because Ms Kisaka had not submitted full documents as required.

“She has to fill and submit the Public Service Commission Form, which stipulates how a public servant has performed during her tenure, key responsibilities, achievements, and pending works. It is after here that we shall hold an appraisal meeting with her and the entire team whose contracts are expiring before we submit our comments to the Public Service Commission will scrutinise further before forwarding to the president who is the appointing authority for consideration,” he said.

By Monday, July 17, Ms Kisaka told this website that they [affected parties] will follow the well-stipulated government systems in their quest for the renewal of their contract.

The bearers of KCCA’s top offices are nominated by the president who later sends their names to the Ministry of public service for vetting and approval.

Unless otherwise appointed before the date of expiration of her contract, Ms Kisaka along with the two at the helm of KCCA’s top administration will have to vacate their offices, with David Luyimbazi automatically moving into her office as the Acting ED.
