Namisindwa, Uganda: The Namisindwa District Council has suspended a newly published recruitment advert targeting Head of Department positions, citing irregularities and a lack of transparency in the handling of the process.
The decision was reached during a special council sitting on Friday, April 25, 2025, following widespread concerns among councilors and shortlisted candidates. The council also resolved to proceed with interviews for candidates shortlisted under the original recruitment process issued on December 16, 2024.
According to the district leadership, shortlisting had been completed, and interviews were scheduled for April 7, 2025. However, the process was abruptly suspended without explanation.
While candidates awaited communication on new dates, a fresh advert targeting the same positions appeared in the New Vision newspaper, sparking confusion and discontent among stakeholders.
District Speaker Dorothy Walukawu confirmed that the council unanimously agreed to halt the new advert. “Councilors resolved to stop the new recruitment process due to the unclear cancellation of the earlier one,” she said. “We also resolved to seek clearance to proceed with the interviews of those who were already shortlisted and to hold individuals accountable for the mishandling of this process.”
Councilor Weswa Perez Bigaala, who moved the motion, blamed the District Executive Committee for negligence and faulted the Chief Administrative Officer (CAO) for failing to advise the council and oversee statutory bodies effectively.
District Vice Chairperson Bwayo James Kitumbesi told council that the executive is awaiting a report from the District Service Commission before taking any further action. “The commission operates independently. We are waiting on their report to guide the next step,” he said. Kitumbesi declined to explain why the new advert was published and said the issues raised were new to the executive.
Male Youth Councilor Bwayo Emma expressed frustration over the executive’s failure to implement previous council decisions. “It is embarrassing for government leaders to plead ignorance on matters they are expected to clarify,” he said. Bwayo also called for deliberate support of career progression, noting that several civil servants have stagnated in the same roles despite being eligible for promotion.
