Sironko, Uganda: Joshua Mabiya, a distinguished former Chief Administrative Officer (CAO), has declared his bid for the Sironko District LCV chairperson seat, setting the stage for a heated contest ahead of the 2026 local government elections.
Mabiya, a resident of Maniaku Village in Bumalimba Sub-county, says his entry into the race is driven by a desire to enhance service delivery, eliminate administrative inefficiencies, and entrench transparency in public service.
“I bring to the table over three decades of public administration experience, both nationally and internationally. Sironko deserves systems that work, not promises that fade,” he said.

Having begun his public career as a secondary school teacher in 1988 before climbing through the ranks to serve in multiple ministries and districts, Mabiya promised a zero-tolerance approach to corruption and laxity if elected.
He served as CAO in Bududa, Kibuku, Otuke, Kotido, and Amuria districts, and says he retired “clean” with no corruption-related scandals on his record. He pledged to promote integrity and citizen-centred governance at the district level.
Between 2010 and 2013, Mabiya worked in the Office of the President and the Ministry of Justice and Constitutional Affairs as a Personal Assistant to then-Minister Prof. Kiddu Makubuya, later transferring to the Ministry of East African Community Affairs under the late First Deputy Prime Minister Eriya Kategaya.
He was promoted to Deputy CAO in 2013 and served in Bushenyi and Butambala before being appointed full CAO in 2018. He retired from public service on December 24, 2023.
The Sironko LCV race is expected to feature incumbent FDC chairperson David Giruli Livingstone, NRM’s Nabende Guuga, Maniaku Kyegulo, and former district councilor Mundali Samuel.
