Museveni begins PDM tour in Rwenzori, hails visually impaired beneficiary for poultry business success

Kasese, Uganda: President Yoweri Museveni has applauded the impact of the Parish Development Model (PDM) after visiting two beneficiaries in Kasese and Ntoroko districts in the Rwenzori sub-region on his nationwide mobilization tour aimed at accelerating household wealth creation.

In Kasese Municipality on Monday, May 12, 2025, the President met Ms. Biira Pelucy, a visually impaired woman who has built a thriving poultry business through PDM support.

According to Museveni, Biira earned UGX 7 million from her latest poultry sale, which he said exemplifies the success of government wealth-creation programs when embraced seriously by citizens.

“I visited Ms. Biira Pelucy in Kasese Municipality, who, despite being visually impaired, has transformed her life through the PDM by running a successful poultry business,” Museveni posted on X, formerly Twitter.

“Her journey illustrates the government’s push for self-reliance and income generation,” he added.

The President later visited Mr. Steven Kisembo, a resident of Ntoroko District, who also benefited from the PDM. Kisembo now rears 18 goats, having started with four.

Both success stories were shared by Museveni as examples of what he described as the transformative potential of programs like PDM, Emyooga, NAADS, and Entandikwa.

“These funds belong to the people, and without active engagement, people risk missing opportunities and failing to get out of poverty,” the President emphasized.

He further criticized persistent poverty in Uganda despite the country’s abundant resources, blaming the issue on a lack of leadership at various levels. “People being poor in a country that has everything is a big mistake, and it’s largely a failure in leadership. I’m not just talking about political leaders, but also religious and cultural ones. These should be like parents to the people,” he said.

The President’s PDM tour in Rwenzori is expected to continue across several districts in the sub-region with a focus on promoting household productivity and mobilizing local leaders to support the implementation of government economic empowerment programs.
