Busia, Uganda: The embattled Chairperson of Busia District, Stephen Wasike Mugeni, has been re-arrested and charged with wrongful confinement and threatening violence after allegedly holding the Chief Administrative Officer hostage during a dispute over a government vehicle.
The State House Anti-Corruption Unit, in collaboration with the Uganda Police Criminal Investigations Directorate and the Office of the Director of Public Prosecutions, confirmed the arrest and re-arraignment of Mugeni before the Busia Chief Magistrates Court on Wednesday, May 21.
The LCV Chairperson is accused of forcibly detaining and threatening to assault the Chief Administrative Officer, Mr Lubuuka David, on May 9, 2025, at the district headquarters, while violently demanding the release of a government vehicle.
According to investigators, the incident amounted to unprofessional and criminal conduct. Mugeni has also been charged with theft involving parts of a government vehicle, specifically an engine and gearbox, belonging to a Toyota Hilux double cabin, registration number UAK 827Z, the property of Busia District Local Government.
Eyewitnesses at the district headquarters who witnessed the confrontation were interviewed and played a critical role in the investigation, which resulted in the current charges.
Mugeni has been remanded to prison until June 16, 2025, pending further court proceedings
