Jinja, Uganda: The Territorial Police in Jinja have arrested former Jinja City Education Officer, Ms. Amina Mutesi, in connection with the brutal murder of a young woman, in what authorities suspect to be a ritual sacrifice case.
The deceased, identified as Mutesi Jessica, a resident of Kikalamoja, Walukuba East in Jinja City, was reportedly lured with promises of employment, only to be strangled and buried at the home of the prime suspect in Njeru Division, Buikwe District.
According to Kiira Region Police Spokesperson SP James Mubi, Amina’s arrest followed a detailed investigation into a kidnapping complaint filed by the victim’s family in mid-May 2025, after they received information that their relative was being held and a ransom demanded.
“It is alleged that Amina Mutesi approached a casual worker in her neighborhood and tasked him with getting a human being for ritual sacrifice. That individual subcontracted another person with the promise of Shs3 million to complete the task,” SP Mubi said.
Police investigations reveal that Jessica was brought to Amina’s residence and kept in a boys’ quarters room where she spent the night with the two men who had lured her. The following night, she was allegedly strangled and buried on the same premises.
“Upon her murder, the suspects were only paid Shs500,000 of the promised Shs3 million, which led them to repeatedly demand the balance,” Mubi added.
Key suspects were tracked and arrested, and during interrogation, they confessed to luring and killing the victim under the instructions of Amina Mutesi.
Police say the former educationist was detained and interrogated before being officially booked as the mastermind behind the killing.
The Kiira regional police command, led by SSP Charles Nsaba, has been instrumental in tracking down suspects in what Mubi described as one of the most serious recent criminal investigations in the region.
“As police, we assure the public of full protection and support in arresting culprits who criminally regard human beings as sacrificial objects. We are enhancing a comprehensive community approach to prevent such heinous acts,” SP Mubi said.
